Bullying is defined in the Anti Bullying Procedures for Primary and Post Primary Schools as “unwanted negative behaviour, verbal, psychological or physical conducted by an individual or group against another person (or persons) and which is repeated over time”. More information on the definition of bullying, types of bullying and the impact and indicators of bullying is available in Sections 2 and 3 of the procedures for schools.
Individual schools are responsible for tackling bullying in schools.
The Anti-Bullying Procedures for Primary and Post-primary Schools apply to all recognised schools and to centres for education (as defined in the Education Act 1998) which are attended by pupils under the age of 18 years.
School authorities and school personnel are required to adhere to these procedures in dealing with allegations and incidents of school-based bullying behaviour amongst its pupils and in dealing with any negative impact within school of bullying behaviour that occurs elsewhere.
Cineáltas Action Plan on Bullying has been developed by the Department of Education in collaboration with a diverse and dedicated Steering Committee led by Dr Noel Purdy of Stranmillis University College in Belfast. Cineáltas has been informed by the views of children and young people, parents, school staff, education partners and individual members of the public and succeeds in placing the students at the very heart of the plan.
Cineáltas builds on the achievements and ambition of the previous Action Plan on Bullying published in 2013, taking into account the work undertaken in recent years to ensure that our schools are safe and happy places for all our children and young people.
