Paul Bolger is an Assistant Secretary and Head of Energy – Security, Markets and Retail Energy Policy Division. Key policy priorities for 2023 include improving the reliability of our Electricity System; the ongoing response to the War in Ukraine through the National Energy Security Framework and Energy Security Emergency Group; improving the security of Ireland’s Gas, Electricity and Oil Systems over the medium to long term to support Government’s energy and climate objectives; supporting households and business to meet rising energy costs through the implementation of the Energy Poverty Action Plan, including the implementation of Council Regulation (EU) 2022/1854 addressing windfall gains in the energy sector. Paul joined the Department as Head of Corporate Affairs and Strategic Development in April 2021. Paul has held a number of senior positions in the Department of Health and was Press Officer and Special Adviser to the Minister for Finance between 2011 and 2016.
