Regulation (EU) No 347/2013 on guidelines for trans-European networks in energy (the TEN-E Regulation) aims to foster development of cross-border energy infrastructure in Europe, thereby contributing to the wider objectives of creating a genuine EU internal energy market, safeguarding security of supply, and promoting renewable energy.
To reflect the EU’s increased climate ambition and facilitate reduced Green House Gas (GHG) emissions from previously hard to decarbonise sectors, negotiations to update the TEN-E Regulation are taking place in 2021.
A proposed draft regulation to update and replace the current EU regulation was published by the European Commission in December 2020, which will form the basis for negotiations between member states and the Commission in early 2021. The proposal includes the introduction of new and updated infrastructure categories to support smart electricity grids and increased penetration of renewable energy, including hydrogen. The Commission’s proposal also includes measures to specifically promote offshore renewables through connecting offshore and onshore infrastructure.
This consultation is being held to gather the views of stakeholders which will help us to develop a negotiating position on the Commission’s Proposal.
All relevant documentation, including the European Commission’s proposed amendment to the TEN-Regulation and Annexes, has been published on the DG Energy website.
