Summary
Peter Burke, T.D., Minister of State for Local Government and Planning has published the Draft Strategic Environmental Assessment Guidelines for Regional Assemblies and Planning Authorities for public consultation.
Why are we launching a Public Consultation?
The SEA Directive includes statutory requirements for the public to be able to participate in the process at specific stages and there is a strong theme of transparency in decision-making throughout the SEA process.
In the spirit of maintaining such transparency, the purpose of this consultation is to gather your views on the content of the draft version of the Guidelines and to reflect these views, wherever possible, in the final version. The finalised version is due to be published before the end of 2021.
How to get involved
Written submissions will be accepted from Friday 15 October 2021 to Friday 19 November 2021, up to 5pm. Submissions will not be accepted outside the consultation period.

Submissions should be made by one medium only, either electronic or hard copy.
If you wish to view the Draft Guidelines in person, hard copies of the Draft Guidelines are available for public inspection at the Department of Housing, Local Government and Heritage, Custom House, Dublin 1 during normal office hours.
Having regard to current public health advice, these Draft Guidelines are available to view by appointment only. In this regard, please email sea.guidelines@housing.gov.ie or call (01) 888 2000 and reference the consultation to make an appointment.

Respondents are advised that the Department is subject to the Freedom of Information Act 2014, and the European Communities (Access to Information on the Environment) Regulations 2007- 2014, and Data Protection legislation.
Personal, confidential or commercially sensitive information should not be included in your submission and it will be presumed that all information contained in your submission is releasable under the Freedom of Information Act 2014.
What we will do with your response
Responses will inform the finalisation of the Guidelines which will be published and issued by the Minster for Housing, Local Government and Heritage under Section 28 of the Planning and Development Act 2000 (as amended).
Please note that submissions received will be made available on the Government’s website. In any event, all submissions received will be subject to the provisions of the Freedom of Information Act and Data Protection legislation.
