The development of a new national strategy for research and innovation (R&I) is a key commitment in the Government’s Economic Recovery Plan 2021, which sets out the “dual ambition of placing research, development and innovation at the heart of addressing Ireland’s economic and societal challenges, and building capacity and capability across the research and innovation system to move R&I up the value chain.”
The strategy will build on the lessons of delivering the previous national strategy, Innovation 2020 . The overarching vision in Innovation 2020, was for Ireland to become a Global Innovation Leader driving a strong sustainable economy and a better society. Within this was a focus on excellence, talent and impact. The Mid-Term Review of Innovation 2020 found that, while it has been challenging to meet some of the key targets of Innovation 2020, much progress has been made and the overall vision of becoming a Global Innovation Leader remains valid. While renewed targets will need to be identified and agreed during the development of the next strategy, the Government’s ambition for Ireland to become a Global Innovation Leader has not diminished.
The Department of Further and Higher Education, Research, Innovation and Science is leading the development of this new national strategy, in consultation with key Government Departments and Agencies.
Public consultation will be critical in informing the Government’s strategic approach to the next Strategy which will also seek to strongly align with key Government, societal and economic priorities.
The Department of Further and Higher Education, Research, Innovation and Science is now inviting contributions and submissions from interested persons and organisations on what they consider should form part of the next National Research and Innovation Strategy that will run to 2027.
In order to assist persons or organisations wishing to make a submission, DFHERIS has prepared a consultation paper setting out the background to the national research and innovation landscape, with accompanying questions to be considered.
This consultation paper aims to reflect some of the main issues that have emerged in early consultations with key stakeholders. It also reflects the clear intent at EU level that R&I will help our societies recover from the pandemic and prepare Europe for the challenges of the coming decade and beyond.
The consultation paper is presented in two parts, first examining possible strategic priorities for our research and innovation system to address by 2027, and then focusing on how these priorities could be supported and delivered on across six core pillars.
We would encourage you to read and consider the consultation document before completing your submission .
We are asking all interested parties to use the external consultation button at the bottom of this page to make their submission to the consultation on the next national Research and Innovation Strategy. We have set out each of the questions posed in the Consultation document and invite you to respond to some or all of the questions. A space will be provided at the end of each section for any additional comments. The suggested word count for each response is 300 words (1,500 characters).
