Minister Heydon confirms application of Ranking and Selection to TAMS 3 Tranche 10

Minister for Agriculture, Food and the Marine, Martin Heydon TD, today confirmed that Ranking and Selection will continue to be applied to applications received in the Targeted Agricultural Modernisation Scheme (TAMS 3). Similar to Tranche 9, ranking and selection will be applied to Tranche 10 on a differentiated basis, with priority given to applications under farm safety and nutrient storage schemes.
An unprecedented number of applications (7,906) was again received in Tranche 10, which closed on 5 December last. This brings the total number of applications received in the first ten tranches under TAMS 3 to 59,302.
Minister Heydon said:
“TAMS 3 continues to be a very successful scheme, with payments of almost €139 million issued to farmers to invest in their holdings. Being mindful of the budgetary constraints, I have decided, similar to Tranche 9, to apply Ranking and Selection to Tranche 10, due to the huge number of applications received, which is three times the number received over the equivalent period of TAMS II.”
The Minister continued:
“In taking this decision, I have ensured that, despite increased numbers of applications, there will be a similar number of applications approved for nutrient storage investments as was the case in Tranche 9.”
“The numbers of applications received, and approvals issued, to date under certain schemes have well exceeded our expectations. For example, in the case of the Solar Capital Investment Scheme, over 20% of the TAMS budget has been spent on this measure alone. For that reason, I have decided to limit grant aid for solar panels to support on-farm energy consumption only. This will apply to applications submitted in the next tranche, commencing on 7 March.”
The Minister also confirmed that 100% of eligible applications under the farm safety scheme will again be selected under this tranche.
The Minister concluded: “Farm safety is of huge importance on all farms regardless of the type of farming enterprise. Therefore I have again decided to approve all eligible applications submitted under this measure. I would urge farmers to continue to assess their holdings from a health and safety perspective, and to seek support to address any issues.”

Under the On-farm Capital Investment Scheme known as TAMS 3 there are 11 individual schemes. These are as follows:
- Animal Welfare, Nutrient Storage Scheme (AWNSS) at 40% grant rate, with a €90,000 investment ceiling
- Tillage Capital Investment Scheme (TCIS) at 40% grant rate, with a €90,000 investment ceiling
- Pig and Poultry Capital Investment Scheme (PPIS) at 40% grant rate, with a €500,000 investment ceiling
- Dairy Equipment Scheme (DES) at 40% grant rate, with a €90,000 investment ceiling
- Young Farmer Capital Investment Scheme (YFCIS) at 60% grant rate, with a €90,000 investment ceiling
- Women Farmer Capital Investment Scheme (WFCIS) at 60% grant rate, with a €90,000 investment ceiling
- Organic Farming Capital Investment Scheme (OCIS) at 60% grant rate, with a €90,000 investment ceiling
- Farm Safety Capital Investment Scheme (FCIS) at 60% grant rate, with a €90,000 investment ceiling
- Solar Capital Investment Scheme (SCIS) at 60% grant rate, with a €90,000 investment ceiling that is separate from other schemes
- Low Emission Slurry Spreading Equipment Scheme (LESS) at 60% grant rate, with a €40,000 investment ceiling that is separate from other schemes
- Nutrient Importation Storage Scheme (NISS) at 70% grant rate, with a €90,000 investment ceiling that is separate from other schemes
