PRIVACY STATEMENT FOR THE LITTLE BABY BUNDLE EVALUATION


Who is collecting my data?

The Department of Children, Equality, Disability, Integration and Youth (DCEDIY) has commissioned RSM to undertake an evaluation of the Little Baby Bundle pilot scheme. The aim of this evaluation is to provide independent evidence to inform policy and delivery decisions for a national roll-out, including an assessment of the effectiveness and efficiency of the pilot processes. As part of this evaluation, RSM will be gathering information through online surveys with parents that received a Baby Bundle.

The Irish Government is the data controller for the research. The information collected during the project will be included in a report published on the Irish Government website and possibly in other publications by RSM and the Irish Government.

Your participation in this evaluation is completely voluntary. However, your views and experiences are important to help inform future policies.

Purpose of this privacy notice

This Data Privacy Notice is provided to fulfil our obligations under the General Data Protection Regulation (GDPR), effective since 25 May 2018, which requires greater accountability and transparency from organisations regarding your personal information, and which gives you greater control over how we use it.

What personal data do we collect?

Personal data is defined under the General Data Protection Regulation (GDPR) as “any information relating to an identifiable person who can be directly or indirectly identified by reference to an identifier”. FMI, who are delivering the Baby Bundles on behalf of the Irish Government, have passed the email addresses of Baby Bundle recipients to RSM for the purposes of emailing a link to an online survey. RSM are coordinating the survey on behalf of the Irish Government. The survey does not capture your email address or IP address.

FMI will collect personal data (name and contact details) related to expectant parents who have registered to receive a Baby Bundle as part of the pilot scheme.

The personal data that FMI shares with RSM for this evaluation are the contact names, email addresses and phone numbers of individuals who have registered to receive a Baby Bundle.

How will your data be used?

Your data will be used to:

  • Contact you: RSM will use your personal data to contact you, as part of the Baby Bundle Evaluation. This may involve an online survey, telephone interview or an invitation to participate in a focus group
  • Generate findings: RSM will remove any personal data (identifiable information) from your responses. Your personal data (including any contact information) will not be included in any report. All findings will be anonymised by RSM to create statistical evaluation findings for DCEDIY
  • RSM will process your personal data in accordance with this Privacy Notice.

To process this personal data, our legal reason for collecting or processing this data is: General Data Protection Regulation (GDPR) Article 6 (1) (a); Consent - you have freely given your consent – it will be clear to you what you are consenting to and how you can withdraw your consent.

What will happen if I do not provide this data?

You may not be able to participate in the evaluation of the Little Baby Bundle Pilot Scheme.

How long will my data be held for?

Your personal data will be held during the contract period, any data not already removed will be removed after the contract period is up.

Will my data be used for automated decision making or profiling?

We will not use your data for any automated decision making or profiling.

Will my data be transferred outside Ireland and if it is how will it be protected?

Personal Data will not be transferred outside of the European Economic Area or the UK unless necessary measures have been taken to ensure that the transfer complies with the applicable data protection law. These measures may include transferring the relevant data to a recipient in a country that the European Commission has decided provides adequate protection for personal data or to a recipient that has executed EU Model Clauses (SCC’s) clauses adopted or approved by the European Commission and or ICO (UK).

What are your data protection rights?

  • Such data must be processed fairly for specified purposes and on the basis of the consent of the person concerned, or some other legitimate basis laid down by law. Everyone has the right of access to data which has been collected concerning him or her, and the right to have it rectified.
  • Compliance with these rules shall be subject to control by an independent authority.

The Data Protection Commission (DPC) is the national independent authority responsible for upholding the fundamental right of individuals in the EU to have their personal data protected. The DPC is the Irish supervisory authority for the General Data Protection Regulation (GDPR).
