Principal Officer, Department Learning & Development /External HR Governance

The Learning & Development team ensures that colleagues have the relevant skills to carry out their role and enable their growth while ensuring organisational effectiveness through high performance. The team's responsibilities include management of the OneLearning platform, specialist in-house training courses such as GDPR, FOI and procurement and grade development programmes. The team is also responsible for managing the Education Support Scheme and developing management and leadership programmes.

External Human Resources (ExHR) provides HR focused oversight and control for public service bodies under the aegis of the Department, for example: Tusla, Oberstown, and the Adoption Authority of Ireland. It contributes to the effective HR governance of these bodies in co-operation with the respective policy and finance units within this Department and the Department of Public Expenditure, NDP Delivery and Reform. It has a role in the strategic implementation of government policies to support HR best practice in public service bodies under the Department's aegis.
It supports certain recruitment initiatives in priority sectors for the Department's aegis bodies, such as funding for Social Work Awareness Week and funding for research on social work recruitment matters.
