Minister Ryan announces appointment to NORA Board

The Minister for the Environment, Climate and Communications, Eamon Ryan TD, has appointed Mr Rossa McCann to the board of the National Oil Reserves Agency (NORA) for a five year period.

NORA is responsible for ensuring that Ireland meets its obligations under EU Legislation and International Energy Agency rules to maintain a minimum of 90 days stocks of oil for use in the event of a physical shortage of supplies. It is also responsible for administering Ireland's Biofuels Obligation Scheme.

Minister Ryan said:

"I am delighted to appoint Mr. McCann. His appointment will add greatly to the expertise available to the NORA board, in particular, his experience in a variety of leadership roles and his ability to provide advice on strategy and financial management will be hugely beneficial to the Agency."

The appointment was made in accordance with the Guidelines on Appointments to State Boards. A notice in relation to serving on the Board of NORA was advertised on the website www.stateboards.ie in May 2020.

Rossa McCann has degrees in engineering and mathematics and has worked in variety of financial roles throughout his career. He was employed by CRH for 29 years in a range of roles, including that of Group Treasurer and Head of Finance. He has experience of the full range of group finance functions, including accounting, reporting, audit management, risk acquisition/divestment, capital expenditure evaluation and tax and treasury matters. He currently acts as a consultant to CRH.

The appointment was made in accordance with the Guidelines on Appointments to State Boards and pursuant to Section 14 of the National Oil Reserves Agency (NORA) Act, 2007.
