Principal Officer, Oil Security of Supply and Emergency Co-ordination

The Principal Officer is the Head of Section for Oil Security of Supply and Emergency Co-Ordination. Responsibilities include:

• Monitoring, reporting and advising senior management/Minister on all matters pertaining to oil supplies into the State, with particular emphasis on security of supply issues with respect to ongoing geopolitical tensions, and a requirement for ongoing engagement with oil industry, including the refinery, on evolving issues, also engagement at EU/IEA level on oil related issues
• Continual enhancement of the level of preparedness for an Energy Emergency, in conjunction with colleagues across oil, gas and electricity areas and with the support of the relevant agencies. Representing DECC on Government Task Force (GTF) on Emergency Planning
• Preparation and execution of national exercises around an energy emergency, in conjunction with the Office of Emergency Planning, and implementation of follow-up recommendations
• Working with NORA on the management of strategic oil reserves, especially preparing detailed plans around the logistics of leveraging these reserves in response to an Energy Emergency
• Compiling reports around the stress-testing of energy infrastructure for submission to the European Commission
