National Emergency Coordination

The Government Task Force on Emergency Planning co-ordinates and oversees the emergency planning activities of all government departments and public authorities. It examines policy issues, any current risks and ensures that information is shared across government. The Government Task Force is chaired by the Minister for Defence.

The Office of Emergency Planning supports the Minister for Defence. It has an oversight function on emergency planning and supports the Minister for Defence in preparing his annual report to government on emergency planning.

Strategic Emergency Management (SEM) National Structures and Framework

The SEM identifies 50 different emergency/incident types across a range of lead government departments. It provides the basis for the National-level strategic emergency management and the supports required should such emergencies occur were a national-level response is warranted

The Department of Culture, Communications and Sport is responsible for emergencies impacting telecommunications networks.

Department of Culture, Communications and Sport Emergency Planning Team

The Emergency Planning team, within the Postal, Internet & Emergency Planning Division, is responsible for representing the Communications Division on the Government Task Force on Emergency Planning and National Emergency Coordination Group, leading the Divisions response to emergencies and developing the emergency response capabilities of the Division.

The team also chairs the Telecommunications Response and Resilience Group (T-RRG), a Government, Industry & Regulator organisation with the goal of developing response and resilience in the sector.

The Telecommunications Response and Resilience Group (T-RRG)

The Department established the T-RRG in 2025 in response to the unprecedented and escalating impact of adverse weather events, including Storm Éowyn, on Ireland’s critical telecommunications infrastructure. The objectives of the T-RRG are to promote the resilience and availability of Ireland’s telecommunications infrastructure, and to enable a coordinated, cross-sector and Government emergency response capability.
