Permanent Secretary Moira Doherty

Moira Doherty was appointed Permanent Secretary for The Executive Office in February 2026.

Moira Doherty joined the Northern Ireland Civil Service in 1999 and has held a range of senior leadership roles spanning strategic, operational and community focused portfolios across a number of Departments.

Moira is a Visiting Professor at Ulster University and is a member of the Steering Group for the Masters in Public Administration and is also a parent Governor on the Board of Governors at Lagan College, where her two sons are students.
