The role of the Higher Education Payroll Shared Services Programme Board is to provide unified direction and support to the payroll shared services project in the Higher Education sector.

The expected time frame for the group to conclude their work is July 2023 for current phase of project.

The role of the Programme Board is to provide unified direction and support to the payroll shared services project in the Higher Education sector. The board will provide support and advice to the Senior Responsible Officer (SRO) and project team in the implementation of both the proof of concept and the further roll out of the project following the successful review of the proof of concept element.

Specifically, the Board has responsibility for:

• Inputting to the decision-making process with regards to the nature, scope, timelines and priorities for the payroll shared services project
• Providing input into plans, progress reports and significant revisions or change requests as recommended by the project steering groups before submitting to the Management Board for final approval
• Monitoring progress against plans through progress reporting and review, and ensuring the project remain on track to deliver the desired benefits and outcomes
• Actively and visibly supporting and facilitating delivery of the project and influencing key stakeholders in relation to same
• Endorsing decisions made by the SRO

• In regular attendance at the board is the Project Manager Andrea Donovan (Version 1) who reports to the board; the Programme Manager Sinead Forde (EY); and Deirdre McDonnell, Assistant Secretary General (DoE) as the SRO. Deirdre is also a Designated Public Official.
