Ireland’s Action Plan to Promote Collective Bargaining 2026–2030

This strategic initiative is designed to reinforce Ireland’s well-established system of voluntary industrial relations through targeted, practical measures that empower stakeholders, promote constructive engagement, and safeguard the integrity of collective bargaining.

The Programme for Government included a commitment to finalise an action plan on the promotion of collective bargaining by the end of 2025, in alignment with the EU Directive on Adequate Minimum Wages.

Ireland’s success has long been built on collaboration—between government, employers and workers.

Ireland has worked extensively on developing its action plan in collaboration with ICTU and Ibec.

A public consultation on the potential content of the action plan was conducted by the department from 14 April to 12 May. The submissions received are now publicly available.
