Minister Donohoe welcomes the publication of the ninth Annual Report of the Tax Appeals Commission

The Minister for Finance Paschal Donohoe has welcomed the publication of the ninth Annual Report of the Tax Appeals Commission (TAC), which has been laid before the Dáil and is also published on the Commission’s website at Annual Reports.

In 2024 the TAC resolved just over 1,700 appeals representing tax under appeal of €355 million, reduced its appeal numbers by nearly 38 per cent, scheduled 280 hearings at a value of €390 million, and issued 180 determinations valued at circa €34 million.

The Minister, noting the significant progress made by the TAC during 2024, said:

"The Tax Appeals Commission provide a vital service as part of our tax system, providing an efficient, fair and accessible alternative to the Courts for tax appeals.

"Per the Commission’s 2024 Annual Report, the Tax Appeals Commission closed over 1,700 appeals last year, representing the sixth successive year that the Commission closed more appeals than it received. I further note that the number of appeals on hand was reduced to approximately 700 by the end of 2024. This is the lowest number of appeals on hand since the establishment of the Commission.

"I would like to acknowledge the excellent work of the Tax Appeals Commission in 2024. The dedication of the Appeal Commissioners and the staff of the Commission in providing a world class appeals service made these milestones a reality."

On the launch of the Annual Report, the Chairperson of the TAC, Ms. Marie-Claire Maney, said:

“With enhanced technology and upgraded remote hearing facilities, the Tax Appeals Commission continues to enhance and improve its service delivery to all parties.”

The appeals considered by the TAC in 2024 covered every part of the tax system including Income Tax, Value Added Tax, Capital Gains Tax, Capital Acquisition Tax, Corporation Tax, Vehicle Registration Tax, and Customs charges and tariffs.


Notes

The Tax Appeals Commission’s primary aim is to provide an efficient and effective tax appeals process. The body was established in March 2016, replacing the Office of the Appeal Commissioners.

Appeal Commissioners adjudicate, hear and determine appeals against decisions and determinations of the Revenue Commissioners concerning taxes and duties.
