The Government objective, in the event of a Vacant Property Tax (VPT) being introduced, would be to increase the supply of homes for rent or purchase to meet demand rather than to secure increased tax revenues. The focus of this review is to provide policy makers with evidence to inform an understanding of the quantity, locations and characteristics of long-term vacant dwellings, and the reasons why they are currently vacant.
