Minister Byrne welcomes Montenegro’s progress on EU accession

Minister of State for European Affairs and Defence, Thomas Byrne TD, today (17 March) welcomed the conclusion of further negotiations on Montenegro’s EU accession. The 26th Intergovernmental Conference with Montenegro saw the closure of chapter 21 (Trans-European Networks).
Welcoming the continued progress, Minister Byrne said: “Ireland welcomes the continued efforts made by Montenegro to align its national legislation with EU law and remains ready to provide support to further advance Montenegro’s accession process in 2026.
“I recently met with President Milatović of Montenegro and reaffirmed Ireland’s strong support for Montenegro’s journey towards EU membership, particularly as we look ahead to Ireland’s EU Presidency later this year. We want to facilitate Montenegro's goal of closing all negotiating chapters by the end of 2026.
Minister Byrne continued: “Chapter 21 covers Trans-European Networks policy in the areas of transport, telecommunications and energy infrastructures. The establishment and development of Trans-European Networks and the promotion of proper interconnection and interoperability of national networks will benefit both the EU’s and Montenegro’s economy and society, contributing to economic growth and employment.”
“I congratulate Montenegro on closing an additional negotiating chapter and encourage them to continue to pursue ambitious and sustainable efforts towards EU membership. Montenegro’s future lies within the EU and we look forward to welcoming Montenegro and its citizens into our Union.”

Negotiating chapters are divided in six thematic clusters: fundamentals; internal market; competitiveness and inclusive growth; green agenda and sustainable connectivity; resources, agriculture and cohesion; and external relations.
Under the EU enlargement methodology, chapter 21 is part of Cluster 4, Green Agenda and Sustainable Connectivity.
Following the closure of five negotiating chapters in December and one in January, the closing of chapter 21 brings the number of chapters that Montenegro has provisionally closed to fourteen out of thirty-three.
