Periodic Critical Review (PCR) of SOLAS 2025

The Code of Practice for the Governance of State Bodies requires that non-commercial public bodies be subject to a Periodic Critical Review (PCR) no later than every five years. In line with the Code, the Department of Further and Higher Education, Research, Innovation and Science undertook a PCR in relation to SOLAS.
The scope of the review included the extent to which SOLAS is fulfilling its statutory mandate and the appropriateness of its legislative framework into the future. It also examined changes in the SOLAS' external environment, the effectiveness and efficiency of its governance, executive and wider organisational structures, and its organisational performance and delivery.
