Appointment to the Health Information and Quality Authority (HIQA).

Following a Publicjobs campaign The Minister for Health, Jennifer Carroll MacNeill TD, has appointed Dr Frank O’Donnell to the Board of the Health Information and Quality Authority (HIQA), with effect from 30th September 2025 until 29 September 2030.

Dr Frank O’Donnell

Dr Frank O’Donnell is a senior executive and advisor with over 25 years’ experience driving innovation and transformation in healthcare and public services through technology. He has held national leadership roles in Microsoft, KPMG and PA Consulting, advising on some of Ireland’s most significant digital health initiatives, including the Electronic Health Record business case, national data platforms, and AI-enabled delivery.

Frank has worked closely with the HSE, Department of Health and other public bodies to address complex challenges such as performance improvements in scheduled care, cloud technology adoption, data privacy, and ethical deployment of AI. He led Microsoft Ireland’s public sector business, supporting adoption of emerging technologies in healthcare while strengthening resilience through the Covid-19 pandemic and the HSE response to the cyber-attack.

He holds a PhD in Performance Management and qualifications from the University of Cambridge and Institute of Directors (Chartered Director Programme). His board experience includes Orreco, Genuity Science, and the Strategic Advisory Committee for the National Screening Service.

With deep cross-sector expertise and a commitment to ethical, patient-centred innovation, Frank brings an informed, independent perspective on the role of digital and data in health quality and safety — aligning strongly with HIQA’s strategic priorities and regulatory responsibilities.
