Appointments to Leopardstown Park Hospital Board - 15 November 2021

Following a Public Appointments Service (PAS) campaign, the Minister for Health, Stephen Donnelly TD, has appointed the following as members of Leopardstown Park Hospital Board from 18 February 2021 to 17 February 2026:

John Brassil

John is a Pharmacist and runs his own pharmacy in Ballyheigue, Co. Kerry specialising in care for the elderly. He previously worked as a civil engineer before changing careers in the late nineties. John also has over twenty years’ experience in both Local and National politics before retiring from public life in 2020. Qualifications: BSc Pharm 1999 (Trinity) BSc Civil Engineer 1985 (UCC)

Mary Farrelly

Mary Farrelly is Finance Director at St Patricks Mental Health Services. Her responsibilities include fiscal strategy, financial, procurement and business leadership, with over 20 years’ experience in healthcare. Prior to this she held senior positions in finance, procurement and governance with Beaumont Hospital and the Higher Education Authority. A Chartered Management Accountant (CIMA), Mary also holds BSc(Hons) Applied Biology, HDip Business Management.

Ciara Davin

Ciara is a practicing Barrister specialising in medical law, in particular, medical negligence claims. Ciara is also a registered nurse and previously worked for several years in a major Dublin Hospital.

Doirín Mulligan

Doirín Mulligan has a Bachelor of Civil Law from UCD and qualified as a Solicitor in 2004. Doirín has a Certificate in Mediation from the National University of Ireland, Maynooth and is also a trained collaborative family law practitioner. Doirín has experience acting both as a mediator and a collaborative practitioner. Doirín established her own firm in 2017 to allow her to continue to focus on working in the area of Child Law and Human Rights. Doirín practices in the areas of Children’s rights, Wardship Cases and Family Law. Doirín is committed to ensuring that the rights of some of the most vulnerable members of society are adequately provided for and does this through her work in representing Guardian’s ad Litem in the childcare courts. Doirín advocates for the rights of children through her case work in the District Court and High Court and through advocating for reform of the laws in relation to children’s rights. Doirín has contributed articles to a number of family law publications, particularly focussing on family law during the pandemic. Doirín has volunteered with the ISPCC and Pieta House and is a member of the Law Society of Ireland, the Family Lawyer’s Association, the Children’s Rights Alliance.

Anthony (Tony) Morris

Tony Morris is a retired civil servant whose career spans the private, voluntary and state sectors. Immediately prior to his retirement he worked in several different senior posts in the Department of Health. He has served as a board member of a number of major acute Hospitals and Regulatory Bodies and has worked with Leopardstown Park Hospital since 2015.

Tony Morris is appointed as Chairperson of the Board.

The Minister for Health, Stephen Donnelly T.D, has reappointed the following members of the Leopardstown Park Hospital Board from 18th of February 2021 to 17th of February 2026:

Frances Ni Fhlannchadha

Frances is a registered general nurse for more than thirty-five years with qualifications in midwifery and coronary care. She has spent her career between the public and the private health sector and gained some valuable experience whilst working for a number of years in Australia. Frances held many senior nursing posts where her responsibilities included (but not confined to) responsibilities for the delivery of patient care/safety, workforce planning, performance management, budget planning and working towards the attainment of Joint Commission Accreditation (JCI). She graduated from UCD in Quality & Risk Management and was appointed to the Director of Nursing role in Mount Carmel Private Hospital in 2011. She was a member of the senior management team which had responsibility for clinical governance and health and safety. She graduated from the IPA in Project Management in 2014 and joined the reform team in the HSE on the scoping project on the implementation plans for the amalgamation of the Hospital Groups and Community Healthcare Organisation Project. Frances joined the staff of Tallaght University Hospital in February 2016 as the Patient Safety & Risk Management Lead.

Her role involves leading out on serious incident reviews, recommending quality improvement initiatives, and providing education and support to staff. She is a strong believer in team building, collaboration and developing a culture of openness and transparency in healthcare to improve outcomes.

Denis Duff

Denis Duff is a Chartered Engineer with extensive experience in power generation both in Ireland and abroad. He is currently engaged part-time on a power sector management support project in Africa. He is also on the Board of an Irish NGO that advocates for the introduction of a credible clean energy plan in Ireland.
