Appointments to the CORU Registration Boards:

The Minister for Health Jennifer Carroll MacNeill TD has appointed the following persons as members of the following registration boards.

Counsellors & Psychotherapists Registration Board:

Mr Scott Ahearn

Mr Scott Ahearn is Director of student support services at Marino Institute of Education and a qualified family therapist and clinical supervisor. He has extensive experience in counselling, clinical supervision, and the management of student support services, with a particular focus on enhancing wellbeing and access to professional care.

Mr Scott Ahearn is appointed following a publicjobs campaign with effect from 21 October 2025 until 24 February 2027.

Mr John Byrne

Mr John Byrne is a chartered management accountant and chartered management consultant holding master’s degrees in governance and strategic business management. With over 25 years leadership experience he is the Chief Executive Officer and Chief Risk Officer at a national medical and healthcare charity. John serves as a board member and chair of the finance committee at Clontarf Hospital and as chair of the audit and risk committee at Leopardstown Park Hospital. His previous board experience includes the Institute of Management Consultants and Advisers, where he served as president, and the Chartered Management Institute Northern Ireland.

Mr John Byrne is appointed following a publicjobs campaign with effect from 21 October 2025 until 24 February 2027.

Medical Scientists Registration Board:

Dr Nick Flynn

Nick Flynn has been a GP partner for 20 years. He is a HSE GP lead and a GP trainer with ICGP for 20 years. Mr Flynn has extensive experience of providing GP services to the prison service, community mental health services, and residential services caring for adults living with intellectual disability. He is committed to lifelong learning and recently completed a master’s degree in leadership and innovation with RCSI and a diploma in medical law with Kings Inns.

Dr Nick Flynn is appointed following a publicjobs campaign with effect from 21 October 2025 until 8 November 2028.

Optical Registration Board:

Josephine Henry

Josephine Henry is community development manager in Dublin's Inner City under the SICAP programme with experience of the voluntary, community and social care sectors. She is a graduate of TUD and UCD and has a particular interest in ensuring those most at risk of exclusion have access to inclusive services. She has previously served on the Citizens Information Board for two terms where she was Chair of the Audit Committee. She was a member of the inaugural Property Regulatory Authority as they established the regulatory framework for the Authority.

Josephine Henry is appointed following a publicjobs campaign and with the consent of the Minister for Enterprise, Trade and Employment with effect from 21 October 2025 until 7 March 2029.

Psychologists Registration Board:

Mr Ciarán Dolan

Ciaran Dolan is a practising barrister, accredited mediator, agri-business consultant and lecturer. He has served as a corporate secretary and member of the executive of the Mediators' Institute of Ireland. He was general Secretary of ICMSA for thirteen years. He was a member of the National Statistics Board and has served on various other public sector bodies and committees including the National Economic and Social Council. Ciarán was also chairperson of the board of a secondary school.

Ciaran Dolan is appointed following a publicjobs campaign and with the consent of the Minister for Enterprise, Trade and Employment with effect from 21 October 2025 until 20 July 2027.

Radiographers Registration Board:

Mr Jack O’Flanagan

Jack O’Flanagan is a medical education professional with over a decade of experience in the field. He is currently the manager of the Forum of Irish Postgraduate Medical Training Bodies where he leads national projects on governance, accreditation, and strategy for postgraduate medical education.

He previously held senior management roles at the Royal College of Physicians of Ireland, including Manager of International Affairs, with responsibility for overseas training partnerships. Jack began his career at RCSI, working on undergraduate medical education. He holds an MBS (Professional Masters in Business Studies) from UCC. He has significant experience in project and change management, stakeholder engagement, and working with government, regulatory, and international partners.

Jack O’Flanagan is appointed following a publicjobs campaign and with the consent of the Minister for Enterprise, Trade and Employment with effect from 21 of October 2025 until 23 January 2028.
