Appointments to the CORU Registration Boards:

The Minister for Health Jennifer Carroll MacNeill TD has appointed/reappointed the following persons as members of the following registration boards.

Speech and Language Therapists Registration Board

Ms Elaine Kilroe

Ms Elaine Kilroe is a senior public service leader with significant experience in corporate governance, risk management, policy implementation and interagency collaboration across complex, high-profile organisations. She has a proven track record of delivering large scale governance reform, operational innovation, and risk oversight at national level. Elaine is recognised for collaborative leadership, performance delivery, and ability to build organisational resilience and public value.

Elaine Kilroe is nominated and appointed by the Minister for Health following a publicjobs campaign with effect from 20 November 2025 until 13 February 2029.

Radiographers Registration Board

Ann Delaney

Ann Delaney is a regional manager within the regulation directorate of the Health Information and Quality Authority (HIQA). She is a registered general nurse and midwife and has worked in the Irish healthcare system for over thirty years. Ann holds a Master’s in Business Administration in Healthcare Management from Smurfit Business School, a level 9 Diploma in Professional Regulation from University College Dublin and a level 9 Diploma in Whistleblowing Law, Practice and Policy from the National University Ireland Maynooth. She has also completed a certificate in Corporate Governance with Public Affairs Ireland.

Ann Delaney is nominated and appointed by the Minister for Health following a publicjobs campaign with effect from 24 January 2026 until 23 January 2030.

Paul Hickey

Paul Hickey has over 15 years’ experience working in health public and private services and is currently employed as a director in one of Europe's largest rehabilitation hospitals relating to neurosurgery and orthopaedic surgery. He has extensive experience providing advisory services into the HSE, healthcare regulators, and charitable healthcare providers encompassing high-level reviews and leading re-organisation of governance, quality, controls, safety and/or risk procedures, processes and functions.

Brendan O’Dea

Brendan O’Dea is a former Deputy Director of the Teaching Council, with overall responsibility for the Register of Teachers, teacher registration processes, Fitness to Teach, garda vetting and the development of further education teaching qualifications. He also oversaw the development and implementation of an updated digital register at the Teaching Council. Since retiring in 2019, Brendan has been a member of the Nursing and Midwifery Board of Ireland’s Preliminary Proceedings Committee and is chair of the Register of Irish Sign Language Interpreters registration panel.

Brendan O’Dea is nominated and appointed by Minister for Health with the consent of the Minister for Enterprise, Trade and Employment following a publicjobs campaign with effect from 24 January 2026 unitl 23 January 2030.

Margaret (Peggy) Hughes

Margaret (Peggy) Hughes is a specialist pensions lawyer with post graduate qualifications in applied finance law and professional pension trusteeship. Peggy has written and lectured in the Law Society of Ireland on pensions law and has served on other boards in the past as well as many professional committees. She trained and worked as a registered general nurse managing a busy day surgery unit in a North London hospital before transitioning to law.

Peggy is an active member of the Diversity and Inclusion committee in her law firm and sits on the committee of the Disability Legal Network. She has a very active and personal interest in healthcare and disability issues.

Margaret (Peggy) Hughes is reappointed by the Minister for Health and with consent of the Minister for Enterprise, Tourism and Employment with effect from 24 January 2026 until 23 January 2030.

Aisling Mohan

Aisling Mohan has been working in the field of radiotherapy since graduating in 2008, gaining over 16 years of experience in Irish hospitals. She has worked in both Galway University Hospital and the St. Luke's Radiation Oncology Network in Dublin. Over the years, she has been involved in various aspects of radiotherapy practice, including time in a quality-focused role. Aisling is currently working in a management position, where she continues to support the delivery of safe and effective radiotherapy services.

Aisling Mohan is appointed following election by registrants of the designated profession with effect from 1 March 2026 until 23 January 2030.

Eddie Conran

Eddie Conran currently works as a Radiography Services Manager in Mayo University Hospital, part of the Saolta Hospital Group. He has previous clinical experience and post graduate qualifications in MRI and ultrasound. Eddie has worked across the private and public sectors in Ireland, England and Australia. He has a particular interest in the expansion of community-based radiology services.

Eddie Conran is reappointed following election by registrants of the designated profession with effect from 1 March 2026 until 23 January 2030.

Medical Scientists Registration Board

Mr Peter Coss

Peter Coss, MPhil, is a Clinical Physiologist and academic with over 20 years of experience in Respiratory and Sleep sciences. He is a Clinical Tutor and Lecturer in Respiratory Physiology at Technological University Dublin, following a 15 year tenure as Chief II Respiratory Physiologist at St. James’s Hospital. An active contributor to his field, he has served on HSE working groups and was Secretary-Treasurer for the Irish Association of Respiratory Scientists. His postgraduate training in healthcare quality, innovation, and leadership reinforces his commitment to evidence-based standards, public accountability, and professional governance.

Rosetta Herr is a seasoned chief executive with a strong record of leading growth, innovation, and transformation in heavily regulated environments. She brings deep experience in strategy, governance, and stakeholder engagement across public and private sectors. Known for building high-performing teams, and driving compliance improvement, Rosetta has delivered complex projects with lasting community and economic impact. Her leadership is grounded in integrity, evidence-based decision-making, and a relentless focus on client satisfaction. Rosetta is honoured to join the State Board and is committed to being part of practical, inclusive solutions that advance its mission.

Counsellors & Psychotherapists Registration Board

Mr Eoin Flynn

Eoin Flynn holds an Executive MBA from the University of Limerick and a Bachelor of Science degree. Eoin, with a rural heritage and an urban lived experience, brings a broad perspective, representative of the general public, that the board can leverage. He has a particular interest in stakeholder engagement, service delivery and customer experience, gained from a twenty-year career in the physical healthcare sector.

Nominated and appointed by Minister for Health with consent of the Minister for Enterprise, Tourism and Employment following publicjobs campaign with effect from 17 December 2025 until 24 February 2027.

Social Care Workers Registration Board

Dr Victoria Anderson

Dr Vicki Anderson is a lecturer and programme lead in the Department of Social Care and Early Childhood at South East Technological University (SETU), Waterford. Throughout her career, she has led the design, development, and delivery of undergraduate and postgraduate programmes in social care and related humanities disciplines and is deeply committed to improving the quality of social care service provision. Her research centres on access and inclusion within social care and education, with an emphasis on advancing professional practice and promoting service adaptation to meet diverse needs. Dr Anderson brings a strong commitment to high-quality practice and education, alongside a critical understanding of the complexities of service delivery and the academic frameworks that underpin the social care profession.

Dr Vicki Anderson is nominated by the Minister for Further and Higher Education, Research, Innovation and Science (FHERIS) and appointed by Minister for Health with effect from 17 December 2025 until 26 March 2027.

Podiatrists Registration Board

Dr Suzanne McCarthy

Dr Suzanne McCarthy is a dedicated researcher and senior lecturer at the School of Pharmacy, University College Cork (UCC). With over 17 years of experience in pharmacy education and research, she has made significant contributions to the fields of pharmacovigilance, patient safety, and patient care. Dr McCarthy holds a PhD in Clinical Pharmacy and has published extensively in peer-reviewed journals. She has secured substantial research funding, including over €4 million in grants, and is a sought-after speaker at international conferences. Her research focuses on patient safety, human factors and mental health, with a focus on the patient experience.

Dr Suzanne McCarthy is nominated by the Minister for Further and Higher Education, Research, Innovation and Science (FHERIS) and appointed by the Minister for Health with effect from17 December 2025 until 15 October 2026.
