Appointments to the Health and Social Care Professionals Council and 4 Registration Boards it oversees.


The Minister for Health, Jennifer Carroll MacNeill TD has appointed/reappointed the following persons as members of the Health and Social Care Professionals Council and the Registration Boards it oversees.

Optical Registration Board

Professor Gordon Chambers

Professor Gordon Chambers is a senior lecturer in the School of Physics & Clinical & Optometric Sciences at the Technological University, Dublin. He graduated from Dublin Institute of Technology with a Diploma in Applied Science (Physics and Chemistry) in 1997 and with a first class honours BSc in Physics and Chemistry from the University of Dublin in 1997. In 2001 he received a PhD, from Dublin Institute of Technology, with a research thesis entitled "In situ spectroscopic monitoring of the electronic transport properties of fullerene thin films". His research interests are in the areas of nanoscience, materials science, and nanotoxicology and spans physical, chemical and biological systems. It was based on his extensive research and PhD supervision in these areas that he was awarded a professorship in 2017.

Professor Gordon Chambers is reappointed following nomination by the Minister for Further and Higher Education, Research, Innovation and Science (FHERIS). This appointment is with effect from 20 August 2025 until 7 March 2029.

Ms Mary Conlon

Ms Mary Conlon qualified as a Physiotherapist from Trinity College Dublin in 1993 after which she worked in a variety of roles in a large non - profit acute and community hospital group in Washington DC, including developing and delivering the physiotherapy service for a new sub - acute unit within the hospital group. On returning to Ireland she worked in the HSE Northwest where she has been lead physiotherapist in development and provision of new physiotherapy services in the areas of rehabilitation, care of older persons and dementia care in the community hospital sector within the region. Mary also worked for a number of years in the sports and private practice sectors in Dublin and Kildare, working with elite athletes and using innovative rehabilitation technologies.

Mary is an advocate for the physiotherapy profession within the HSE, and in the public realm, through involvement in and promotion of clinical research initiatives involving public - private partnerships. She has also served at national level on the Council of the ISCP and on the Professional Committee of the ISCP around statutory registration and professional development. Mary recently qualified with a Master of Science in Healthcare Leadership and Management through the Irish Management Institute (IMI) and UCC.

Ms Mary Conlon is appointed following a publicjobs campaign with the consent of the Minster for Enterprise, Trade and Employment with effect from 20 August 2025 until 7 March 2029.

Medical Scientists Registration Board

Ms Helen Hanlon

Ms Helen Hanlon is a professionally qualified social worker who has worked in the profession for 37 years in a variety of positions, mainly within the HSE and TUSLA. Her experience involved intercountry adoption assessments; fostering assessments; child protection and welfare assessments, and care planning; children in care, and aftercare care planning; and oversight and implementation. Helen managed a child care training programme across the Midlands which included multidisciplinary and interagency training on child protection and domestic violence. She led out on the Child Abuse Prevention Programme across the Midlands with a teacher colleague and led on the implementation of the Children First Act 2015. This included training for mandated persons under the legislation. Helen managed the Midlands Adult Mental Health Social Work Service from January 2019 to April 2025 and has recently retired.

Social Care Workers Registration Board

Mr Mark Conway

Mr Mark Conway is a finance professional with 14+ years industry experience, with specific roles in financial business partnering, management accounting, forecasting and planning and analysis. He has over six years’ experience within the Tusla finance function working across budgeting, forecasting and the estimates process. Mark obtained a BComm from UCD and is a qualified ACCA accountant.

Mr Mark Conway is appointed following a publicjobs campaign with the consent of the Minister for Enterprise, Trade and Employment with effect from 25 June 2025 until 5 May 2029.

Psychologists Registration Board

Dr Edmund O’Dea

Dr Edmund O’Dea has been a clinical psychologist since 1993 and worked in the NHS and the HSE for over 30 years. He also previously held the position of chairperson of the Mental Health Commission. Dr O’Dea retired from the HSE in December 2024 and currently works as a clinical psychologist in private practice in Limerick.

Dr Edmund O’Dea is reappointed with effect from 21 July 2025 until 20 July 2029.

Dr Katarina Timulakova

Dr Katarina Timulakova is a Chartered Clinical Psychologist with the Psychological Society of Ireland (PSI), working as the Principal Clinical Psychologist Manager in St Vincent’s Hospital Fairview, Dublin. Katarina’s research focuses on evaluating psychological interventions for mental health challenges. She is actively involved in supporting the career development of psychologists and guest lectures on the Doctorate in Clinical Psychology program at Trinity College Dublin (TCD). Katarina is also an engaged member of professional organizations, serving as the Membership Secretary of the Psychological Society of Ireland (PSI), Chair of PSI’s Postgraduate Accreditation Committee, and Chair of the Expert Validation Committee, which assists the Department of Health in recognizing overseas qualifications in psychology.

Dr Katarina Timulakova is appointed following a publicjobs campaign with effect from 21 July 2025 until 20 July 2029.

Professor Ladislav Timulak

Professor Ladislav Timulak, PhD is a Professor in Counselling Psychology at Trinity College Dublin. He is involved in training of mental health professionals in Ireland and internationally. His main research interest is the development of transdiagnostic treatments for depression, anxiety, and related disorders. Ladislav is also researching the use of mental health interventions delivered online.

Professor Ladislav Timulak is reappointed with effect from 21 July 2025 until 20 July 2029.

Professor John G. Cullen

Professor John Cullen's primary research interests are in the fields of Responsible Management Learning, Sustainable Organisational Development & Change, and Religious Discrimination in Workplaces. He is an Associate Editor of the British Journal of Management and an editorial board member of Human Relations, Academy of Management Learning & Education and the Journal of Management Education. H is most recent book, “Business, Ethics and Society: Key Concepts, Current Debates and Contemporary Innovations” was published by Sage in 2022.

He joined Maynooth University in April 2008 and has served in a number of roles at university, faculty and school level. These include Interim Dean of Graduate Studies and Head of the Graduate Studies Office (September 2021-September 2023); Associate Dean of the Faculty of Social Sciences (October 2018 – February 2023), and School of Business Director of Undergraduate Teaching & Learning (September 2018-September 2021) and School Director of Postgraduate Teaching & Learning (July 2022 - September 2024). He was promoted to Professor in October 2022. He was deemed elected to Maynooth University's Academic Council on May 1st, 2025.

He was a member of both the working and steering groups of the Climate Action & Economic Opportunity project, which was part of Irish Government's Climate Action Regional Offices initiative (August 2020-July 2023). In December 2021, he concluded a two-year term as a member of the British Academy of Management Council, and the BAM Research & Publications Committee. He was Co-Principal Investigator and Maynooth University lead on the 'Sustainability in Enterprise Delivering a Low Carbon Future' HCI Pillar 3 projects; a cross-institutional collaboration with University College Cork and ATU Sligo which was awarded nearly €4 million in funding in late 2020.

Mr John Hanily

John Hanily is a Principal Environmental Health Officer (EHO) with the National Health Service Executive in Roscommon with over 40 years’ experience. He has extensive knowledge and experience in the areas of regulation, enforcement and compliance over the past forty-two years as an EHO, including risk assessment, regulation and inspection, education and enforcement/legal services. John has existing and previous state board experience, knowledge, expertise and upskilling in the areas of maintenance of standards in professions and investigation and consideration of complaints relating to professionals and services, ‘Corporate Governance’, ‘Better Boards’ and ‘Standards of Proficiency’, where protection of the public and consumers of services is fundamental.

Mr John Hanily is reappointed with consent of the Minister for Enterprise, Trade and Employment with effect from 21 July 2025 until 20 July 2029.

Ms Martina Farrell

Martina has worked as an Early Years Inspector undertaking regulatory inspections in preschool services for Tusla (Child and Family Agency) since 2017. She qualified as a registered general nurse in 1994 and is also a registered midwife and public health nurse. Martina has over 26 years nursing experience in the Irish health service across both acute services and community settings. In 2008, she completed a MSc degree (1st class Hons) in child health in University College Dublin.

Ms Martina Farrell is reappointed with the consent of the Minister for Enterprise, Trade and Employment with effect from 21 July 2025 until 20 July 2029.
