Appointments to the Social Care Workers Registration Board

The Minister for Health Stephen Donnelly T.D., following the nomination of the Department of Education, has appointed Dr Joseph McVeigh to the Social Care Workers Registration Board with effect from 27th March 2023 until the 26th March 2027.

Dr Joseph McVeigh

Dr McVeigh is currently a Senior Lecturer and Head of Discipline of Physiotherapy at UCC and has had a long career involved in the education of physiotherapists. He has held numerous committee positions with the Chartered Society of Physiotherapists and was a member of the Office of Research Ethics Committee Northern Ireland.

Dr McVeigh is an active researcher with many published papers and has supervised PhD students to completion. He has been involved as editor of various journals in the physiotherapy field and was recently appointed to Executive Committee of the Physiotherapy Research Society (UK). Dr McVeigh is also a member of multiple committees in UCC, including current Vice-chair of the School of Clinical Therapies Athena Swan Self-Assessment Team.

Following a Public Appointments Service (PAS) campaign the Minister for Health, Stephen Donnelly TD, with the consent of the Minister for Enterprise, Trade and Employment, has appointed the following as members of the Social Care Workers Registration Board with effect from 14 June 2021 to 5 May 2025:

Ms Anne Marie Cullen

Ms Cullen is an experienced legal practitioner who has worked in a wide variety of legal areas since qualifying as a solicitor in 2000. She has considerable expertise in corporate governance, regulation and the Irish healthcare system. She currently works in the HSE’s Internal Office of Legal Services as part of a team which manages the organisation’s relationship with external legal advisors and monitors the legal risks of the organisation. She is also a member of the HSE National Consent Policy Steering Group which is a multi-agency group tasked with updating the HSE National Consent Policy.

Prior to working for the HSE Ms Cullen was a partner with Wallace Reidy & Company Solicitors in Limerick where she dealt with a large range of legal areas including property transactions, Probate and Wardship.

In addition to her Bachelor in Civil Law from University College Cork and her completion of the Law Society of Ireland’s professional qualifications course, Ms Cullen has qualifications from the Law Society in in Property Taxation, Trust and Estate Planning and a Certificate in Assisted Decision-Making Capacity & Support. In 2018 Ms Cullen completed the Institute of Public Administration’s Postgraduate Professional Certificate in Governance and recently completed an Advanced Diploma in Medical Law withs the Honourable Society of Kings Inns.

Ms Cullen is also a member of the board of Headway Ireland, a registered charity that supports adults who are affected by brain injury.

Ms Lisa Molloy

Ms Molloy is the Chief Executive Officer of the Irish Association for Counselling and Psychotherapy (IACP). In her role as CEO Ms Molloy works closely with the Chairman and wider board to determine the values, mission, and strategic objectives for the organisation and to plan for short, medium, and long-term goals.

Prior to her work with the IACP, she was Head of Governance, Communications & Secretary to the Irish Medical Council for more than ten years. In this role she advised the Council on all corporate governance matters, ensuring compliance with the Code of Practice for the Governance of State Bodies, reporting as required to the Department of Health, and liaising with internal auditors. Her additional responsibilities included the management of communications and media for the Council and the overseeing of the Freedom of Information and Data Protection functions.

From 2002-2006 Ms Molloy worked as Board Secretary for the Local Government Management Services Board, here her responsibilities included managing the day-to-day accounting function of the Board, preparing the yearly estimates and managing human resources.

Ms Molloy completed a B.A. in Public Management in 1998, a MSc.in Executive Leadership in 2014 and a Professional Diploma in Creativity, Innovation & Leadership in 2020.

She is currently on the Optical Registration Board of CORU and is also a specialist group panel member of the National Implementation Monitoring Committee (NIMC) which oversees the implementation of the national mental health policy, Sharing the Vision.

Following a Public Appointments Service (PAS) campaign the Minister for Health, Stephen Donnelly TD, has appointed the following as members of the Social Care Workers Registration Board with effect from 14 June 2021 to 5 May 2025:

Ms Jessica Bartak-Healy

Ms Bartak-Healy is a practising barrister having completed a Law Degree, a Masters in Medical Law and a Barrister-at-Law Degree. She works in many areas of the law, including medical law, criminal law, family law, licensing law, business and company law.

Ms Bartak-Healy is currently a board member of Deaf Enterprises Ireland, a registered charity which provides training and placement opportunities for Cork’s deaf and hard of hearing community. The Board is responsible for the running of the charity and it employs a general manager and twenty four deaf and hard of hearing employees to assist it. In her role with Deaf Enterprises Ireland Ms Bartak-Healy sits on the strategic and governance committees which ensure the charity is transparent in its operations and adheres to the Charity Governance Code, including required financial obligations. She also provides legal advice to the Board in all relevant matters.

Ms Bartak-Healy also has considerable experience in other private boards and committees. From 2017 to January 2021, she was secretary with the Cork Family Lawyers Association where she organised meetings, educational events and charity events. Currently Ms Bartak-Healy is a committee member of University College Cork’s Exams Appeal Committee and a member of the Development Committee of the Cork International Film Festival. Her work with University College Cork’s Exams Appeal Committee involves ensuring that fair procedures are adhered to when the Committee is deciding on examination appeals. As part of the Development Committee of the Cork International Film Festival she is tasked with developing relationships and fostering a positive image of the organisation within the community.

Dr Patrick McGarty

Dr McGarty is Senior Lecturer at the School of Health and Social Science at Munster Technological University. In his career to date, Dr McGarty has led the design, development and delivery of undergraduate and postgraduate social care and social work programmes at Technological University Dublin, Athlone Institute of Technology, Institute of Technology Sligo and Munster Technological University. He has also served as Chair and member of programme advisory boards, quality assurance forums, and external examiner across the Irish higher education sector.

He has lectured extensively in social care and social work. A public policy specialist, he has published, and presented at national and international conferences on a broad range of social care and public policy themes.

Dr McGarty has served on a wide range of boards in the public, private and voluntary sectors. He served as Chair of the QQI National Standards Committee on Social Care Education, and was a member of QQI/HETAC Panel of Experts and Tusla Third Level Education and Training Advisory Committee.

A recipient of the Social Care Ireland Award for his services to education, Dr McGarty is a founder member and past-President of the Irish Association of Social Care Educators and is presently the organisation’s Vice-President.
