Reappointment of Chair and appointments/re-appointments of 13 members to the Dublin Dental Hospital Board

The Minister for Health, Simon Harris TD, has re-appointed Mr Frank Nolan as Chairman of the Dublin Dental Hospital Board and appointed/re-appointed 13 members. All appointments/re-appointments are for a four year term from 2nd August 2019 to 1st August 2023.

Mr Frank Nolan

Mr Frank Nolan has been a qualified member of the Chartered Institute of Management Accountants(CIMA) since 1990 and became Fellow in 2013. Board member Europe — Management Accounting, Association of International Certified Professional Accountants from 2017. He was CIMA Ireland Board member from 2011 and became Chair of CIMA Ireland in 2014/15. Prior to this he was CIMA N.I. board member from 2009 becoming Chair CIMA Northern Ireland in 2012/13.

Frank was a Member of the Consultative Committee of Accountancy Bodies Ireland 2013-15. He has over 30 years Financial and Operations Business partner experience on senior management teams while working in the Public and Private Sectors, Northern Ireland Local Government Officer Superannuation Committee, BBC Northern Ireland, N.I. Tourist Board and Diageo Ireland. At present, he is Operations Manager for Navigator Financial Planning and Destination Financial Planning, Senior Accountant for Aviareto and. He is a keen sailor and golfer.

Dr Robert Gorby

Dr. Gorby graduated in dentistry from Trinity College Dublin in 1993. He worked as a House Officer in the Dublin Dental University Hospital before entering private practice as a dental associate. In 1999 he established his own private dental practice in Dublin. For over twenty years he has been a part-time clinical teacher in the Dublin Dental University Hospital teaching Dental Science and Dental Hygiene students.

Dr. Gorby is the representative of the part-time clinical teachers in the hospital. He is the Irish Dental Association nominee to the Board.

Professor Derek Sullivan

Professor Derek Sullivan is Professor in Microbiology and the Director of Teaching and Learning in the School of Dental Science, Trinity College Dublin and the Dublin Dental University Hospital. Derek graduated with a degree in Natural Sciences from Trinity College Dublin and a PhD from the University of Newcastle. He joined the School and Hospital as a postdoctoral researcher in 1991 and his major research interest is the molecular analysis of how Candida yeast species cause disease in humans.

Derek served as the Associate Dean of Research in Trinity College (2012-14) and has been Head of Division and Director of Research in the School and Hospital. He has served on the editorial boards of several journals and has published widely in the field of medical mycology. In 2011 Derek was a founder member and the first general secretary of the Irish Fungal Society.

Mr John O'Halloran

Chair, Audit and Risk Committee

Mr John O’Halloran is a Chartered Accountant with over 25 years’ experience in both private and public sector organisations. He holds a first class honours MBA from DCU and has been a Fellow of Chartered Accountants Ireland since 2001. He has held senior financial positions with a number of organisations including the Royal College of Surgeons in Ireland, National Standards Authority of Ireland, Tourism Ireland and Compass Group. He is presently the head of finance with The Talbot Group, leading providers of Nursing Home, Intellectual Disability and Acquired Brain Injury Services. He is Vice-chair of his local Credit Union serving on the Investment and Audit Committees. He has an interest in many sports, in particular as a rugby referee with the ARLB.

Dr Ronan Donelan

Dr Ronan Donelan has a background in pharmaceutical research and registration of new medicines. He has been an active member of multidisciplinary teams conducting clinical trials and delivering approval of new medicines across various therapeutic disease areas. He worked for over 20 years with a global clinical research organisation before taking on his current position in November 2016 as Head of Regulatory Affairs and Pharmacovigilance, and Corporate Compliance Officer with a Dublin based global pharma company. His areas of professional interest include Corporate Governance, Risk Management Frameworks and Decision-Making at the individual and Organisation level. He holds an MSc in Pharmaceutical Medicine from TCD, a PhD from Cardiff School of Pharmacy.

Ms Sinéad O'Loghlin

Sinéad O’Loghlin is the managing partner of O’Loghlin Hughes.

A graduate of the law schools of Trinity College Dublin, the Honorable Society of King’s Inns and the Law Society of Ireland, Sinéad is a practising solicitor.

Sinéad specialises in health law and regulation with particular expertise in the areas of consumer protection law, competition law, healthcare and EU/Irish insurance law.

She recently advised the Department of Finance, on secondment, on the transposition into Irish law of the EU Solvency II insurance framework.

Sinéad advises on contractual and commercial issues across a broad spectrum of industry sectors, both for domestic and international clients, has published broadly in these areas and is a regulator contributor to industry forums.

Dr Aislinn Joy

Dr. Aislinn Joy is Lecturer in Medical Education at University College Cork since 2007. Before this, she worked in adult and paediatric emergency-based hospital practice for over ten years. She is also a graduate of the School of Medicine at UCC (1995).

As lecturer, she is lead for Interprofessional Learning (IPL) within the Medical Education Unit (MEU) and acts as clinical site coordinator for final year medicine at the Mercy University Hospital (MUH), Cork.

Since 2014, she has been actively involved in the approval of standards for, and regulation of, healthcare professional education programmes on a national scale. Related to this, she is an accreditation panel member for the Pharmaceutical Society of Ireland (PSI) and the Irish Medical Council (IMC).

She is a member of the executive of the Irish Network of Medical Educators (INMED) since 2015, and serves on the INMED Executive research subcommittee.

Ms Rebecca Conlon

Ms Rebecca Conlon is a solicitor specialising in clinical negligence. She is also a qualified nurse. While continuing to nurse Ms Conlon studied law. She graduated from Queens University Belfast in 1996 and qualified as a solicitor in 2000. She joined Arthur Cox Solicitors the same year specialising in clinical litigation. From 2004 to 2011 Ms Conlon worked independently as a consultant solicitor for Arthur Cox.

In 2011 she joined the State Claims Agency as a Clinical Claims Manager. Ms Conlon manages clinical claims and inquests on behalf of a number of healthcare enterprises. She regularly advises health care professionals on medico-legal issues. She is currently studying for a Master’s Degree in Healthcare Ethics and Law at RCSI.

Professor Maeve Conrick

Maeve Conrick is Professor Emeritus and former Principal of the College of Arts and Humanities at University College Dublin. Educated in Ireland, Switzerland and France, she holds a doctorate from the Université Aix-Marseille and a higher doctorate on published work, DLitt, awarded by the NUI. She has published extensively in international journals and books, primarily in the areas of Sociolinguistics and Applied Linguistics. Career distinctions include an appointment as Specialist Advisor to a UK House of Commons Committee, the Prix du Québec awarded by the Government of Quebec, and in 2017, the Governor General’s International Award for Canadian Studies, for outstanding contribution to scholarship and the development of Canadian Studies internationally.

Professor Conrick has previously held office in several public bodies, including as a Member and Deputy Chair of the Higher Education Authority. She is currently a board member of the National Library of Ireland (also serving on the Audit and Risk Committee) and a member of the Press Council of Ireland. In 2018, she was appointed as an international member of Main Panel D of REF2021, the UK Research Excellence Framework.

Ms Una Healy

Ms Una Healy is the Lead Safety & Risk Manager in St James’s Hospital. She has specialist expertise in clinical risk management and her portfolio includes extensive experience in leading and conducting safety reviews, providing guidance to clinical teams, has an advisory role in multiple quality and safety governance committees and has a pivotal role in managing the Hospital risk register. Una is a member of and Secretary to the Hospital Board’s Quality, Safety & Risk Committee.

Una is a graduate of the HSE’s Executive Leadership Programme, has a Fellowship in Healthcare Safety & Quality, MSc in Leadership & Management Development and a BSc in Quality & Safety in Healthcare.

She was a member of the design group on the development of the HSE Safety Incident Management Framework in 2018. Una continues to work closely with patients and staff as well as contributing to academic programmes and conferences nationally.

Michal Siwiec

Mr Michal Siwiec is a Chartered Internal Auditor (CMIIA), with over 18 years of experience in various auditing and accounting roles in financial services, the last twelve of which have been at a major international financial services institution, where he had worked for over a decade as an internal auditor, before transferring to a Compliance & Operational Risk role and being appointed a Secretary of the Operational Risk Committee. He had served as a member of the Operational Risk Committee for many years, in addition to representing internal audit at the Audit Committee, management and risk committees as well as at the Board meetings. His previous experience includes a finance role at a leading UK insurance company, as well as external audit and consultancy positions with a Big 4 accountancy firm. He holds an M.Sc. in Finance and Banking, and he completed the Advanced Diploma in Internal Auditing and Management (MIIA) with the Chartered Institute of Internal Auditors UK & Ireland. He is also a Chartered Certified Accountant (FCCA), a Certified Internal Auditor (CIA), and holds the Operational Risk Manager (ORM) qualification. He serves as a voluntary board member at AIESEC Ireland, a youth leadership development not-for-profit organisation.

Dr Fidelma Fitzpatrick – nominated by Royal College of Surgeons in Ireland

Dr. Fidelma Fitzpatrick is a Senior Lecturer and Director of the Intermediate Cycle of the undergraduated medicine programme in the Royal College of Surgeons in Ireland (RCSI) and a Consultant Microbiologist in Beaumont Hospital, Dublin, Ireland. Dr. Fitzpatrick chairs the Health Services Executive (HSE) National Sepsis Governance Committee and the Scientific Advisory Committee of the Health Protection Surveillance Centre (HPSC). In addition, Dr. Fitzpatrick retains an interest in pubic engagement in healthcare infection (HAI) and antimicrobial resistance (AMR).

Previously, Dr. Fitzpatrick worked at a national level from 2007-2014. In the HPSC, she lead the first national prevalance studies of HAI in acute hospitals and in long term care facilities. In addition she established the national Clostridium difficile surveillance programme and chaired a number of national guidelines committees. As the first National clinical lead for the prevention of HAI and AMR, she established the national clinical programme in the HSE, coordinated the national HAI and AMR workplan, lead the national public information campaign on antibiotics, national hand hygiene and antimicrobial stewardship programme and oversaw the establishment of the National AMR Intersectoral Coordinating Committee between the Dept of Health and Dept of Agriculture.

Professor Orla Shiels – nominated by Trinity College Dublin

Professor Orla Sheils has a PhD in Molecular Pathology from Trinity College Dublin and a MA in Medical Law and Ethics from Kings College London. She is a leader in multidisciplinary molecular pathology, who has championed a niche area facilitating interaction between basic science, translational research, clinical service provision and biotechnology. She has a particular interest in developing novel molecular diagnostics, and she works closely with industry bringing novel technologies and applications to the translational research setting. Her research strategy is to improve human health and wellbeing through translational research, and it is predicated on clinical, patient centred, laboratory-based and health service research informed by real world clinical bedside problems, and societal and global health challenges.

She is a member of the Tallaght/St James’s Joint Research Ethics Committee and was Chair of TCD’s Research Ethics Policy Committee (REPC) from 2012-2019 having chaired the Faculty of Health Sciences Research Ethics Committee (REC) for the previous 7 years.

In 2016 Professor Sheils was appointed as founding Director of the Trinity Translational Medicine Institute – an exclusively health sciences- focused educational and research institution, embedded within the acute hospital setting. She is an active Principal Investigator within TTMI. She became Dean of the Faculty of Health Sciences in 2019.
