Reappointments to the Social Care Workers Registration Board:


The Minister for Health Jennifer Carroll MacNeill TD, has reappointed the following members to the Social Care Workers Registration Board.

Dr Patrick McGarty

Dr Patrick McGarty is Senior Lecturer at the School of Health and Social Science at Munster Technological University. In his career to date, Dr McGarty has led the design, development and delivery of undergraduate and postgraduate social care and social work programmes at Technological University Dublin, Technological University of the Shannon, Atlantic Technological University, and Munster Technological University. He has also served as Chair and member of programme advisory boards, quality assurance forums, and external examiner across the Irish higher education sector.

Dr McGarty has lectured extensively in social care and social work. A Senior Fellow of the Higher Education Academy, and a public policy specialist, he has published and presented at national and international conferences on a broad range of social care and public policy themes. Dr McGarty has served on a wide range of boards in the public, private and voluntary sectors. He served as Chair of the QQI National Standards Committee on Social Care Education and was a member of QQI/HETAC Panel of Experts and Tusla Third Level Education and Training Advisory Committee.

A recipient of the Social Care Ireland Award for his services to education, Dr McGarty is a founder member and past-President of the Irish Association of Social Care Educators and is presently the organisation’s Vice-President.

Dr Patrick McGarty is reappointed with effect from 6 May 2025 until 5 May 2029.

Ms Lisa Molloy

Lisa Molloy currently holds the position of Chief Executive Officer at the Irish Association for Counselling and Psychotherapy (IACP). Prior to taking up the role of CEO with the IACP, Lisa worked for more than 10 years with the Medical Council, the regulator for doctors in Ireland. Lisa has significant experience working at senior management level across a range of organisations. Her experience spans several areas including regulation, corporate governance, organisational development and change, board and staff development, communications, stakeholder engagement and financial management. She has a keen interest in working in the public interest and in contributing to the delivery of high quality and professional services.

In addition, Lisa holds a number of academic qualifications. She is a graduate of the Institute of Public Administration (IPA), holds an MSc in Executive Leadership from Ulster University and is a certified mediator.

Ms Lisa Molloy is reappointed with the consent of the Minister for Enterprise, Trade and Employment. This appointment is with effect from 6 May 2025 until 5 May 2029.

Ms Yvonne Cassidy

Yvonne Cassidy is a qualified housing, health, and social care professional with over 30 years’ experience. She has held a range of positions managing residential and supported living services and is currently Assistant Director of Intellectual Disability & Autism Services with Inspire Wellbeing. Her role involves strategically developing and managing services. She is particularly interested in improving the quality of services and is committed to ensuring staff within social care are supported with development and learning.

Ms Yvonne Cassidy is reappointed with effect from 6 May 2025 until 5 May 2029.

Ms Helena Doody

Helena Doody is a social care worker who has over 30 years’ experience in the Social Care sector working with marginalised groups and individuals. Throughout her career Helena has worked as a social care worker, social care leader and coordinator of services. She has a passionate interest in advocacy, equality, and issues regarding access to higher education which is the topic of her Doctoral research. Her qualifications include a BA (Ord) in Applied Social Studies in Social Care; BA (Hons) in Applied Social Studies in Social Care; a H.Dip in Further Education and an MA in Adult and Community Education.

Helena currently works as a Senior Lecturer and Head of the Social Care Discipline in Technological University Dublin (TU Dublin), Tallaght Campus. Drawing from her expertise and knowledge of quality enhancement, Helena is actively involved in the development of professional services and governance through her involvement as a member of the Board of Directors of both Sunbeam House Services Ltd. and the Board of Directors of Social Care Ireland.

Ms Helena Doody is reappointed with effect from 1 July 2025 until 5 May 2029.

Ms Noelle Reilly

Noelle Reilly is a passionate and driven social care professional, dedicated to raising the standards of care and ensuring the sector thrives. In her role as Social Care Professional Practice Coordinator at Southeast Technological University, she works to support and inspire the next generation of social care workers. Noelle is also a proud member of the Education Advisory Group of Social Care Ireland and the Irish Association of Social Care Educators, where she actively contributes to shaping the future of the field.

Before joining Southeast Technological University, Noelle worked as a Training and Compliance Officer in a residential care setting, where she gained hands-on experience in regulation, strategy development, risk management, and change management. These skills have been invaluable in her current role, especially when designing and implementing placement processes that meet CORU's rigorous standards for social care education.

Noelle brings her wealth of experience, practical know-how, and genuine love for social care to everything she does, including her work with the Social Care Workers Registration Board. She’s always looking for ways to make a positive impact and help others succeed.

Ms Noelle Reilly is reappointed with effect from 1 July 2025 until 5 May 2029.
