Reappointments to the Voluntary Health Insurance Board:

The Minister for Health Jennifer Carroll MacNeill TD, has reappointed Mr Mike Frazer and Dr Mary Halton to the Voluntary Health Insurance Board with effect from 26 June 2025 until 25 June 2028.

Mr Mike Frazer is an actuary with almost 40 years' experience in the insurance industry, having worked primarily with Irish Life, Zurich Life and as CEO of AXA Life Invest Reinsurance. In addition, he worked at the Central Bank of Ireland where he was Deputy Head of Insurance Supervision. He currently works as a consultant with William Fry Solicitors and is a non-executive director of a non-life insurance company, a reinsurance company and a pension trustee company. From 2018 to 2021, he served as Honorary Secretary of the Society of Actuaries in Ireland

Dr Mary Halton is a Chartered Accountant with senior executive, non-executive, and advisory experience gained in the UK, Canada, and Ireland. With a background in banking and insurance, her executive work is in the treasury and investment area. Mary is a lay member of the UK Copyright Tribunal and a past member of the Governing Council of Chartered Accountants Ireland. As owner and board advisor with Align Consulting Ltd, she has worked with boards and senior teams in the public and private sectors. Mary holds a PhD in Public Policy, and an MSc in Executive Leadership, and her research on board governance has been published internationally.
