Elective Hospitals Update
The closing date for all submissions of sites for elective hospitals in Cork, Dublin and Galway has been extended to 1pm on 4 June 2021. All submissions can be sent to kevin_finnan@health.gov.ie
The closing date for written requests for clarifications has also been extended and may be sent to kevin_finnan@health.gov.ie by 2pm on 28 May 2021.

Background
Delivery of Elective Centres in accordance with the Health Service Capacity Review (2018) will provide for demands due to increasing demographic pressures. The National Development Plan sets out the requirement for Elective Centres in Dublin, Cork and Galway.
The goal of this project is to:
- develop the elective hospital capacity with a ten-year horizon of need, which facilitates the separation of scheduled and unscheduled care
- provide quicker, higher quality, safer care for selected elective patients
- create capacity for acute hospital sites and reduce/ eliminate outlier boarding (trolleys)
- drive down waiting lists (outpatient, inpatient and day case)
- reduce cancellations
- reduce acute hospital footfall
The Department of Health is seeking submissions from owners of sites suitable for the construction of elective centres (EC) (to include sites in HSE or healthcare ownership, sites in other public sector ownership, as well as privately owned sites). Proposed sites must either be free and unencumbered, or be for sale and unencumbered, and must be in the Cork, Dublin and Galway metropolitan areas.
Scale of the ECs
The proposed sites must be capable of accommodating the EC’s as well as allowing for future expansion:
a) Size of the EC buildings included in c) below (Gross Internal Area) at each location is proposed as follows:
- Cork 18,522m2
- Dublin 53,714m2
- Galway 17,375m2
b) Consideration for expansion
- the sites must provide for, among other things, access, public transport facilities, car parking, services, external works and the public realm
- each site must also provide for future expansion included in the figures at c) below
c) Total Estimated Size of plots required at each location (to include (a) and (b) above)

Submission of Sites for Consideration
- interested parties are requested to make their submission using the Site Submission Template at Appendix A, and to demonstrate how their proposed site can meet Total Estimated Size of plots required as outlined a c) above
- please fill out all parts of the Template, and provide supporting evidence
- please fill out one Template per site
- written requests for clarification may be sent to kevin_finnan@health.gov.ie by 2pm on 28 May 2021
- all submissions must be in PDF format (no more than 10 pages) and sent to kevin_finnan@health.gov.ie
- submissions sent to any other email address will not be accepted
- please note that any submission as part of this process is subject to Contract/Contract denied
- please note that this process is part of the Preliminary Business Case process which is subject to government decision
- any costs and expenses incurred by applicants relating to this process shall be borne solely by the applicants
- applicants are asked to consider if any of the information supplied by them should not be disclosed because of its commercial sensitivity. If they consider that certain information is not to be disclosed because of its commercial sensitivity, they should, when providing such information, clearly identify same and specify the reasons for its commercial sensitivity. If they do not identify it as commercially sensitive, it is liable to be released in response to an information request under the Freedom of Information Acts
- in assessing the suitability of submitted sites, consideration will be taken of cost, deliverability and the criteria listed at Appendix B
