Donal Grant

Donal Grant has responsibility at Head of Business Unit level for the oversight of corporate governance of Uisce Éireann (UÉ), Gas Networks Ireland (GNI) and other subsidiaries of GNI, along with oversight of corporate governance of the Commission for Regulation of Utilities (CRU) and the Environmental Protection Agency (EPA) in so far as it relates to water issues. The business unit has an additional role in relation to oversight of corporate governance of An Fóram Uisce (AFU).

The business unit also has responsibility for the management of capital and borrowing consents and capital commitments for GNI and other subsidiaries of GNI;

On EU&IA; Coordination of the Department’s Preparation for Ireland’s Presidency of the Council of the European Union, July - December 2026.

Oversight of the Department’s engagement with the EU institutions with respect to transpositions, infringements, and legislative proposals.

Central point of contact for engagement on the North South Ministerial Council, IE-UK and EU-UK/ post- Brexit, Windsor Framework and CTA matters, the European Semester and the National Recovery and Resilience Plan. The unit is also the central contact point for the SDGs, the OECD, Council of Europe and other UN and international institutions.
