Stakeholder Feedback Survey

The European Commission is reviewing Regulation (EU) No 305/2011 (known as the Construction Products Regulation or the "CPR").

The review process of the CPR was confirmed by the European green deal in December 2019 and the circular economy action plan in March 2020.

While no agreement has yet been reached on the specifics of a revision of the CPR, the EC have prepared a document assessing the impact and the preparation of a new proposal. The purpose of this document is to provide a continuing open dialogue with industry and other stakeholders to inform the discussions.

The review of the CPR aims to address the issues identified in the 2019 evaluation, and improve how the single market for construction products functions.

It is important to understand the preferences and expected impacts of the policy options from as many relevant and interested stakeholders as possible.

The EC invites stakeholder feedback on the refined indicative options outlined in this document, via a survey, which is open until 25 December 2020.

Background

Construction Products Regulation

The Construction Products Regulation came into effect on 1 July 2013 and lays down harmonised rules for the marketing of construction products in the EU. The primary purpose of the CPR is to break down technical barriers to trade in order to ensure the free movement of construction products across Member States within the European Union. Under this regulation CE marking is mandatory for all construction products placed on the market in the European Economic Area and covered by a harmonised European product standard. The CPR aims to ensure that reliable performance-related data is made available, by means of Declarations of Performance, in relation to construction products being placed on the European market.

Evaluation of the Construction Products Regulation

In November 2016, the Commission signalled a possible revision of the CPR. An evaluation of the CPR took place between 2016 and 2019. This website provides links to the various exercises (evaluations, public consultations, reports) which have been carried out by the EC evaluate the current CPR and how best to improve these issues in future. The final report of the evaluation of the CPR was published on 24 October 2019.

What we will do with your response

The department will use your response to understand the preferences and expected impacts of the policy options, to enable a national position to be developed.

The stakeholder response to the European Commission survey will be made public on the European Commission website.
