Public Consultation for Independent Economic Appraisal of proposed Land Value Sharing Measures (LVS)


Summary

Indecon International Economic Consultants has been appointed by the Minister of Housing, Local Government and Heritage to undertake an independent economic appraisal of proposed Land Value Sharing (LVS) options. The overall purpose of the appraisal is as set out below.

The Programme for Government 2020 includes a commitment to reviewing how community gain can be captured through a review of the development contribution process, zoning/designation systems, and planning permission conditions.

Housing for All (September 2021) sets out the Governments’ commitment to develop such proposals through Land Value Sharing (LVS) mechanisms. It is intended that LVS mechanisms would respond to the objective of the State receiving an appropriate proportion of the increase in land values that result from key public decisions around zoning/designation.

In the first instance, an LVS measure is proposed to apply to all new residential (and mixed use development that includes residential) zoning and to designated ‘Urban Development Zones’ (UDZs) as outlined in the General Scheme for Land Value Sharing and Urban Development Zones Bill (December 2021).

The proposal is intended to be based on any increase in value which arises as a result of the zoning/designation and development process. A proportion of the value uplift of the development site, will accrue to the local planning authority as a conditioned requirement of the planning permission.

Further analysis is required to inform an appropriate proportion or banded range that may be applied by local authorities. The value uplift may be provided as a financial contribution, land or equivalent value, or in certain circumstances, works/infrastructure, or some combination of each. Where applicable, LVS would replace development contributions.
