Compulsory Purchase Orders (CPO) Activation Programme

The CPO Activation Programme was launched in April 2023. It provides for a planned, systematic and proactive approach by local authorities to bringing vacant and derelict properties into use.

This Programme includes guidance and supports for local authorities to actively use their legislative powers to acquire vacant and derelict properties, where engagement with owners has been unsuccessful.

Local authorities are identifying vacant and derelict properties and engaging with owners to bring these properties back into use using the wide range of schemes now in place. This includes using their compulsory purchase powers.

Data is collated for each local authority on the number of identified vacant and derelict properties entering into the Programme and for the number of compulsory acquisitions commenced.

Successful implementation of the Programme requires co-ordination across teams within local authorities.
