Construction Products Regulation 2024

The new Construction Products Regulation (EU) 2024/3110 (known as CPR 2024), entered into force on January 7, 2025, and will become applicable from January 8, 2026.

It repeals the previous Construction Products Regulation (EU) 305/2011 (known as CPR 2011) from January 8, 2026, with the exception of certain articles which will continue to apply until January 8, 2040.

Building on the legal framework established by CPR 2011, CPR 2024 aims to achieve a well-functioning single market for construction products and contribute to the objectives of the green and digital transition, particularly the modern, resource-efficient and competitive economy.

The CPR 2024 provides an opportunity to adapt standardisation to new technical developments, providing better information to consumers for example in respect of environmental information. The scope of the CPR 2024 is extended to used products and the new definition of construction products includes 3D-printed products. It provides for the establishment of a digital product passport system for construction products, similar to that envisaged in the Eco-Design for Sustainable Products Regulation.

It facilitates the adoption of new standards and empowers the European Commission to adopt common specifications under certain conditions when the usual standardisation route is blocked.

The CPR 2024 sets out the obligations of manufacturers, importers and other economic operators (including fulfilment service providers and online marketplaces) and strengthens market surveillance and consumer protection. At the same time, CPR 2024 respects the fact that the right to regulate construction works remains a national competence.

In accordance with Article 64.2 of the Regulation (EU) 2024/3110, the Department of Housing Local Government and Heritage is designated as the Single Liaison Point for construction products.

The Department will act as the focal point for contacts with the European Commission and single liaison points of other Member States which are competent under this Regulation.
