Increased Security of Tenure for Tenants

Renters need more certainty about staying in their homes. Losing a tenancy has caused families to become homeless in recent years. To address this, the Government will introduce new laws to give tenants stronger protections.

What’s Changing?

  • Minimum tenancy length: Tenancies will last at least six years.
  • Rent resets: At the end of each six-year tenancy, rent can be reset to market level to balance landlord rights and tenant protection.
  • Exceptions: Small landlords (with three or fewer properties) may end a tenancy if they face financial hardship or need the property for themselves or an immediate family member. These exceptions will be strictly limited.
  • Restricted termination grounds: Fewer reasons will be allowed for ending a tenancy.
  • Sale with tenant-in-situ: Properties can still be sold without ending the tenancy, so tenants don’t have to move out.

Why These Changes?

  • To make renting more stable and predictable.
  • To attract private investment back into the rental market.
  • To increase the supply of rental homes and give renters more choice.
