National Development Plan

In July 2025, the Government updated the National Development Plan (NDP). This plan commits to the largest ever investment in the State’s history €275.4 billion between 2026 and 2035 to:

  • Unlock housing delivery
  • Upgrade water and energy infrastructure
  • Improve roads and public transport

Key Figures

  • €102.4 billion allocated for 2026–2030 across Government Departments
  • An extra €34 billion compared to the previous plan, including €10 billion equity funding for major energy, water, and transport projects
  • Over €40.4 billion for housing and critical infrastructure from 2026–2030:
    • €35.9 billion for housing and infrastructure
    • €4.5 billion for Uisce Éireann to support water services

This investment will enable the delivery of 300,000 additional homes and large-scale projects by 2030.

Sector Investments

  • €3.5 billion for energy projects with ESB Networks and EirGrid
  • €12.2 billion for water and wastewater services
  • €24.3 billion for transport, including low-carbon projects like Metrolink
