National Planning Framework – First Revision

The National Planning Framework (NPF) revision process was approved and published by Government and the Oireachtas in April 2025. The revised NPF provides the basis for the review and updating of regional strategies and local authority development plans to reflect matters such as updated housing figures, projected jobs growth and renewable energy capacity allocations, including through the zoning of land for residential, employment and a range of other purposes.

A copy of the National Planning Framework – First Revision, the Strategic Environmental Assessment (SEA) Statement, and all supporting environmental assessments are available to view for public inspection below and as follows:

• At the headquarters of the Department of Housing, Local Government and Heritage, Custom House, Dublin 1, during office hours (9am to 5.30pm Monday to Thursday and 9am to 5.15pm on Fridays, excluding public holidays) from 11th September 2025.
