Review of Part V of the Planning and Development Act

The Housing Agency was asked to carry out a review of Part V in light of commitments in the Programme for Government. These related to delivery of a target number of affordable homes through a number of channels, including ‘introducing affordable homes requirements’ to Part V of the Planning and Development Act 2000.
The intention of the review was to:-
- examine the implications, including implications for overall housing supply, of increasing the 10% social housing requirement, that had applied since September 2015 to all new housing developments, to 20% (or above)
- bring forward recommendations in relation to the use of the Part V requirement to generate a supply of affordable housing.
The Housing Agency Review of Part V was submitted to the Department on 30 December 2020. Various amendments to Part V were included in Part 6 of the Affordable Housing Act 2021.
