To build enough social and affordable homes, the Government needs access to zoned and serviced land—especially land already owned by the State.
Expanding the Land Acquisition Fund
- The Land Acquisition Fund helps local authorities and housing bodies buy land for housing.
- The fund will be increased from €239 million to at least €500 million.
- It will become a revolving fund, meaning money from land sales can be reused to buy more land in the future creating a long-term pipeline for housing development.
Using Land More Effectively - Part V
- Under Part V, local authorities can buy 20% of land in new developments at its original (pre-planning) value to use for social and affordable housing.
- This ensures the public benefits from increases in land value.
- The Government will review the fairness and effectiveness of the current Part V rules to make sure they support the goal of delivering 72,000 new social homes by 2030.
