Securing Land for Social Housing

To build enough social and affordable homes, the Government needs access to zoned and serviced land—especially land already owned by the State.

Expanding the Land Acquisition Fund

  • The Land Acquisition Fund helps local authorities and housing bodies buy land for housing.
  • The fund will be increased from €239 million to at least €500 million.
  • It will become a revolving fund, meaning money from land sales can be reused to buy more land in the future creating a long-term pipeline for housing development.

Using Land More Effectively - Part V

  • Under Part V, local authorities can buy 20% of land in new developments at its original (pre-planning) value to use for social and affordable housing.
  • This ensures the public benefits from increases in land value.
  • The Government will review the fairness and effectiveness of the current Part V rules to make sure they support the goal of delivering 72,000 new social homes by 2030.
