1. Implement water sector reform contributing towards the implementation of UN Sustainable Development Goal (SDG) 6

“Ensure availability and sustainable management of water and sanitation for all”

1.1 Support the development of Uisce Éireann as enduring world-class publicly-owned, stand-alone, regulated single utility for the nationwide delivery of public water services

1.2 Ensure funding of Uisce Éireann under agreed funding framework to make the necessary investment in drinking water and waste water infrastructure to ensure the continued underpinning of the investment planned under Project Ireland 2040

2. Structure water and waste water services around Ireland’s needs, the centrality of customers, the prioritisation of public health and environmental protection, contributing towards the implementation of UN Sustainable Development Goal (SDG) 6

2.1 Ensure that Uisce Éireann progresses works to reduce the number of schemes on the EPA’s Remedial Action List

2.2 Implement the National Lead (Pb) Strategy, as appropriate

2.3 Ensure that Uisce Éireann develops Drinking Water Safety Plans to protect abstraction sources and reduce public health risks

2.4 Commission a range of research and innovation projects to pilot innovative ways of improving the ustainability of our water infrastructure and reducing consumption and climate impact towards net zero carbon

2.5 Review the electricity requirements of water and wastewater treatment plants and carry out a series of pilot projects to incorporate onsite renewable energy eneration Review and work to improve the inspection regime for the 500,000 domestic waste water systems and incentivise upgrading works

3. Review of the rural water sector

3.1 Consider the long term needs of the rural water sector

3.2 Identify options for the future of the rural water sector

3.3 Support the Rural Water Working Group to identify and implement the recommendations in respect of the future of the rural water sector

4. Funding of the rural water sector

4.1 Provide financial supports to the rural water sector including:

- Capital funding through the Multi Annual Rural Water Programme (MARWP)
- Operational supports to individual group water schemes
- Grant support to households in rural areas ҅
- Funding to the National Federation of Group Water Schemes

4.2 Drive and support the implementation of the Multi Annual Rural Water Programme for the period up to 2026

5. Planning Guidelines for new housing development in villages and settlements 5.1 Develop guidance for planning authorities
6 Support the Design Build Operate (DBO) model using private contractors to design, build and operate the group water schemes on a single responsibility basis

6.1 Work with the sector and external consultants appointed to review the Design, Build, Operate (DBO) process for group water schemes

6.2 Develop agreed DBO contract tender documentation for use nationally

6.3 Provide the management, governance and oversight required throughout the process
