AREAS FOR EQUALITY AND HUMAN RIGHTS CONSIDERATION ACTIONS TO ADDRESS THESE ISSUES
Work to fill gaps in policy and practical provisions for local authorities in meeting the accommodation needs of the Traveller community.
Publish regular progress updates on implementing the recommendations of the Traveller Accommodation Expert Review report on the department’s website at https://www.gov.ie/en/ department-of-housing-local-government-and-heritage/publications/traveller-accommodation-expert-review-programme-board-update/
Continue to ensure that staff who operate the Housing Assistance Payments (HAP) scheme and Capital Assistance Scheme (CAS) are aware of the needs of priority groups such as older people, homeless persons, and disabled people
Training to be provided for staff in equality and human rights, and ongoing department engagement with stakeholders regarding the needs of vulnerable groups
Implement recommendations of the Working Group on Disability Voting and examine measures to further improve voting accessibility

Raise awareness and provide accessible information about the electoral registration process for those in marginalised groups
Continue to make ballot paper templates available to people with a visual impairment at elections and referendums

Continue to simplify forms and introduce online voter registration forms 

Extend the scope of postal voting arrangements
Work with stakeholders, provide resources and convene working groups as appropriate to implement the National Housing Strategy for Disabled People 2022- 2027
Draw up an Implementation Plan and measures to monitor the continued operation of this strategy
Work with stakeholders to more speedily implement all 27 actions contained within the Youth Homelessness Strategy 2023-2025 and in consultation with relevant stakeholders, create a follow-on strategy from 2026 onwards
Continue to utilise the established steering group, implementation plan and monitoring measures to progress the actions in the current Youth Homelessness Strategy

Begin the process of creating a successor strategy with clear targets to reduce youth homelessness
Oversee and support the implementation of the actions relating to housing for older people within Delivering Homes, Building Communities 2025-2030, helping to ensure increased delivery of homes for older people
Continue to oversee delivery of the policy objectives
Ensure that state bodies are reminded of the requirement for compliance with Human Rights and Equality legislation in the development of their strategic plans
The department to utilise annual Code of Practice for the Governance of State Bodies ‘Compliance Check’ to request that state bodies confirm their adherence with the Irish Human Rights and Equality Commission Act 2014 in the preparation of their strategic plans, and specifically that they have assessed and identified the human rights and equality issues that are relevant to the body’s functions
Work to progress implementation of UN Human Rights Treaties including UN Convention on the Rights of the Persons with Disabilities
Delivery of the departments responsibilities under the Convention across all policy and programme areas
