Minister Jim O’Callaghan publishes new Statement of Strategy 2025–2028 for his Department

The Minister for Justice, Home Affairs and Migration Jim O’Callaghan today published the new Statement of Strategy for his Department for 2025–2028.
The Strategy aligns with the Programme for Government - Securing Ireland’s Future and sets out the Department’s strategic direction to 2028.
The Statement of Strategy commits the Department to working towards a safe, fair and inclusive Ireland.
The Strategy sets out six high-level goals. These are:
- Protecting our security
- Safe communities
- An effective and accessible justice system
- A fair and firm immigration system
- Increasing our influence in Europe
- People, systems and technology to deliver excellence
On publishing the strategy, Minister Jim O’Callaghan said:
“I am pleased to publish the new Statement of Strategy for the period 2025- 2028.The Strategy sets out the key strategic goals for the period and how the Department will implement my priorities, and the commitments contained in the Programme for Government.”
“Keeping the public and the country safe and secure, developing an effective and accessible justice system, and ensuring integrity, efficiency and public confidence in our rules-based immigration system are priorities for me. The Strategy also recognises the supporting systems necessary to deliver on those goals, as well as the significant focus on the EU Presidency that will occupy much of our attention in 2026."
Minister of State for Migration Colm Brophy stated:
“The Strategy reflects the wide and expanded range of the Department’s responsibilities. I will have a strong focus on ensuring we have a fair, firm and effective migration system, that is more strategic, modern and in which the public can have confidence.”
Minister of State for International Law, Law Reform and Youth Justice Niall Collins also welcomed the publication adding:
“As Minister I have seen how youth justice interventions can divert young people from crime and anti-social activities. I welcome this Strategy’s commitment to youth justice as an important element of keeping our communities safe.”
