Minister of State with responsibility for International Law, Law Reform and Youth Justice

The functions to be delegated to the Minister of State comprise:

  • Section 88(1) of the Courts of Justice Act 1924 (No. 10 of 1924)
  • Firearms Act 1925 (No. 17 of 1925)
  • Firearms Act 1964 (No. 1 of 1964)
  • Part III of the Firearms and Offensive Weapons Act 1990 (No. 12 of 1990)
  • Firearms (Firearm Certificates for Non‐Residents) Act 2000 (No. 20 of 2000)
  • European Union (Acquisition and Possession of Weapons and Ammunition) Regulations 2022 (S.I. No. 209 of 2022)

The Minister of State will assume day-to-day responsibility for the following policy areas:

  • matters relating to Youth Justice which fall under the responsibility of the Department of Justice, including the implementation of the National Youth Justice Strategy
  • the review of the role of Peace Commissioners;
  • matters relating to the work of the National Rural Safety Forum and implementation of the Rural Safety Plan and the development of a successor strategy; and
  • further development of crime prevention initiatives including the ‘see something, say something’ programme, and other forms of community alerts and similar schemes.

The Minister of State will have parliamentary responsibilities in relation to these issues, to include PQs, topical issues debates, etc.

In line with the Ministers and Secretaries Act, the powers and duties delegated are exercisable and performable by the Minister of State in their own name but subject to the general superintendence and control of the Minister, and the Minister retains the power to exercise or perform the delegated functions and remains responsible to Dáil Éireann and as a member of the government for the exercise or performance of the statutory powers and duties delegated.
