What is the Technical Support Instrument (TSI)?
The Technical Support Instrument (TSI) is the EU programme that provides tailor-made technical expertise to design and implement reforms within the Public Service. The support is demand driven and no co-financing is required. It can cover any phase in the reform process, from preparation and design to development and implementation of the reforms. The support can take the form of, for example, strategic and legal advice, studies, training and expert visits on the ground.
In Ireland, the Department of Public Expenditure Infrastructure Public Service Reform and Digitalisation is the National Co-ordinating Authority (NCA), through which all applications from the Public Service must be made. The European Commission's Reform and Investment Task Force (SG Reform) manages the TSI. The TSI is the successor programme of the Structural Reform Support Programme (2017-2020).

Deadlines for 2025 TSI Support
- Notification of intention to apply: please email the National Coordinating Authority by Monday, 1 September 2025 if you are considering applying to the TSI funding round 2026.
- Deadline for submission on online portal: Friday 10th October 2025. Applications after this date will not be accepted.
Early engagement with the National Coordinating Authority is strongly encouraged.
2026: TSI Flagship
To assist Member States in identifying and submitting focused requests under the TSI 2026 cycle, a single TSI 2026 flagship “Technical Support for the Implementation of Country Specific Recommendations (CSRs)” has been designed.
Project proposals under TSI 2026 should seek to address the 2025 Country Specific Recommendations as detailed in the 2025 CSR Report for Ireland, which was issued on the 4th June 2025.

TSI Outreach event for Irish public servants
Ireland’s national launch of a new call within the TSI 2026 cycle is taking place online (MS Teams) on Thursday, 17 July 2025 at 3.00 – 4.00pm for Irish Public Servants.

Who can apply?
As this EU support targets public service reform, only applications from Public Service entities which meet the requirements under the TSI Regulation and timelines of the Irish National Coordinating Authority will be eligible for consideration. If you are unsure if your organisation is eligible please contact the National Coordinating Authority team by emailing IrelandTSIfunding@per.gov.ie
What is the process?
Step 1: Irish TSI application process
Please contact the Irish National Coordinating Authority in the Department of Public Expenditure Infrastructure Public Service Reform and Digitalisation at IrelandTSIFunding@per.gov.ie once you have identified a project or a potential project and reviewed all the relevant supporting material on the website.
Early engagement with the National Coordinating Authority is strongly encouraged.
Step 2: EU Commission
The Irish National Coordinating Authority undertakes a review and ranking of applications which must then be submitted to the Commission by the legally binding 31 October 2025 deadline.
The Commission analyses the requests received using the TSI 2026 evaluation criteria. Usually preliminary results are issued in late December. The Commission starts deploying the projects on the ground after the adoption of the annual work programme of the TSI. On average, it takes 24 months from the Member State request to the completion of the technical support project.
