The Expenditure Policy Division supports the Department’s mission in relation to the delivery of better public services, living standards and infrastructure for the people of Ireland, through the development of overall expenditure policy in line with Government objectives, including through the Medium Term Expenditure Framework and the Estimates process.
The Division is also responsible for strengthening the capacity for evidence-informed policy making, enhancing the role of value for money analysis in public policy, including through development of the Irish Government Economic and Evaluation Service
The key functions of the Expenditure Policy Division are:
- Leveraging our public expenditure to build the resilience of our economy and society.
- Supporting transformation across the public service through public expenditure management.
- Development of the Irish Government Economic and Evaluation Service (IGEES)
- Analysis of key policies impacting on the multi-annual trajectory of public expenditure.
- Expenditure input into fiscal reporting to the EU.
- Departmental input into external stakeholder engagement including international organisations and through the National Economic Dialogue.
- Management of the annual estimates process and coordination of the Expenditure Report.
- Enhancing in-year expenditure control, monitoring and reporting processes.
- Analysing the main drivers of expenditure.
- Expenditure management and Monitoring of the Agriculture Food and the Marine, Foreign Affairs and Overseas Development and Office of Public Works Vote Groups.
- Improving transparency, efficiency and strategic alignment of public expenditure through the ongoing development and implementation of the performance budgeting framework.
- Delivery of high‑quality economic and value‑for‑money analysis through strengthened IGEES collaboration and capacity building to support evidence‑informed policy making across the civil service.
The Division consists of the following units:
