EU & Public Service Delivery Division

The EU and Public Service Delivery Division is responsible for Government Accounting, EU Funds, DPER input into emerging EU policy, Internal and EU Audit and the Health Vote.

For Government Accounting, this includes Financial Reporting and maintaining the rulebooks on Public Financial Procedures, Appraisal and Corporate Governance in the public sector, while updating and innovating in line with best international practice.

In relation to the EU funds, this includes coordinating and overseeing the implementation of EU programmes notably Cohesion Policy Funds, the PEACEPLUS programme, the Brexit Adjustment Reserve and the Recovery and Resilience Facility.

The Division contributes to emerging EU policy issues, including cohesion policy, the European Semester, and negotiations on the EU MFF 2028–2034. It represents the Department on a wide range of interdepartmental groups. The Division engages with other Member States, EU Institutions and international partners on EU and OECD policy matters, including through the Permanent Representation in Brussels and the OECD in Paris, and promotes North-South co-operation. It leads on the Department’s preparations for Ireland’s EU Presidency of the EU in 2026.

Internal Audit and EU Audit functions including reporting the results of EU audits to the European Commission in respect of the management and control systems, the expenditure claimed from the EU and the annual accounts of the European Regional Development Fund, Just Transition Fund, Internal Security Fund, PEACEPLUS and the Recovery and Resilience Facility.

With respect to the Health Vote, functions include provision of appropriate, timely and effective briefing to the Minister and Government regarding sectoral policy issues in relation to the Department of Health; effective oversight and monitoring of expenditure; analytical work to support efficient use of public resources; and management of the Estimates process for the Health Vote.
