Public Service Transformation Division

The Public Service Transformation Division leads and coordinates the Government’s Better Public Services reform programme, which focuses on three main pillars:

  1. Digital and innovation at scale
  2. Workforce and organisation of the future
  3. Evidence‑informed policy and citizen‑centred service design

Its responsibilities include delivering the Life Events digitalisation programme as outlined in the Digital Public Services Plan with OGCIO, strengthening capacity for evidence‑based policymaking, guiding ethical and effective AI use, and improving how public service data is managed through a new data strategy.

The Division also oversees Government Reform policy, covering lobbying, FOI, protected disclosures and ethics—promoting transparency, accountability, and trust in public administration.

In addition, it manages and oversees expenditure for several bodies under the Department’s remit (NSSO, State Laboratory, PAS, Office of the Ombudsman, Secret Service), as well as multiple Central and sectoral Votes (D/Taoiseach, D/Finance, DCCS, DRCDG). It also provides advice on sectoral policy, State property matters, and the Houses of the Oireachtas Commission.
