Minister Donohoe publishes the Second Tranche of papers developed for the 2023 Spending Review

The Minister for Public Expenditure, NDP Delivery and Reform, Paschal Donohoe, has today (20 December 2023) published the second tranche of papers as part of the 2023 Spending Review process.

The Spending Review process is a key platform for generating evidence for policy making across the Civil Service. Supported by the Irish Government Economic Evaluation Service the process has become a focal point for a range of analyses across government departments and their agencies. The publication of these latest five papers brings to one hundred and eighty-two (182) the total amount of papers published under this process since 2017.

Welcoming the publication of these reviews Minister Donohoe said:

"In line with the overall objectives of the Spending Review process, the publication of this second tranche of papers for 2023 shows that departments continue to examine policies and programmes in support of evidence based policy making. Again there is a wide variety of topical research undertaken within these five papers many of which feed into the annual budgetary process.

"As always, the collection and assessment of data in this way better informs policy makers and allows us all to make better decisions for the taxpayer."

The Minister added:

"The five papers published today provide valuable insights across the policy topics reviewed and will further expand our evidence base as regards future policy making in these areas.

"The published papers cover diverse topics such as:

  • global market access trends for Irish agricultural exports
  • public transport funding in the context of the Public Service Obligation and recent fare initiatives
  • the potential for tracking ‘Well-being’ indicators in transport policy in the context of climate action
  • Capital Expenditure; one paper reviews recent capital expenditure within the Enterprise sector while a second paper analyses cost forecasting in major capital projects and programmes, the purpose of which is to improve accuracy in cost forecasts and reduce the likelihood of cost overruns in our capital projects

"A further tranche of research papers is due for publication towards the end of January."

The five papers published today, plus all previous papers, are available to view on the Spending Review website.
