Phase 1 Report Review of the National Development Plan

The review of the NDP provides an opportunity to reassess investment plans, update project costings and highlight any new issues which may need to be taken into consideration, particularly in light of the new Programme for Government and the ongoing impacts and recovery from Covid-19.

Phase 1: started in October 2020 and culminates in the Phase 1 Report Review of the National Development Plan which draws upon a number of pieces of research, policy papers and consultations addressing the various strands of the NDP Review process, to form part of the evidence base for finalising the drafting of the revised NDP.

The Department of Public Expenditure and Reform invites submissions to Review to Renew, the public consultation element of the National Development Plan.

This consultation offers all people in Ireland - expert stakeholders and users of infrastructure - the opportunity to inform and influence important policy that affects the fabric of our daily lives including the distribution of our people, our jobs, businesses, houses, roads, public transport, education and health infrastructure; our social, cultural and sporting facilities.

The review will not be considering the merit of individual projects or sectoral policy strategies as this is a primarily matter for individual Departments and Agencies. Individual projects are selected based on a detailed process which begins with Departments or Agencies setting their own sectoral strategy and goals, and then subsequently identifying specific needs or challenges to be addressed, whether that be through education, regulation, taxation or potentially expenditure on an infrastructure project.

The consultation period has been extended and will run to 5pm, 19 February 2021. Submissions received after this deadline may not be considered.

The closing date for receipt of submissions is 17:00, Friday, 19 February 2021. Please clearly mark your submission in the subject line of your email as “Review to Renew Submission”.

The Department regrets that on account of the measures it has had to put in place in respect of the Covid-19 pandemic, it cannot receive hardcopy submissions by post.
