Levels of knowledge and impact

The People Standards Framework is based on a maturity model and outlines four different levels of knowledge and impact, with Level 4 being the highest. As you explore the Framework these levels will be used to outline the knowledge and behaviours which are required for success in each area.

Below you will find a description of each level.

This will help you to determine which level of the Framework you broadly identify with. The levels are self-identifiable and you might find that you identify in-between levels. As you advance through the levels, your work gains a more strategic focus, with an increase in complexity, thinking and delivery.


Your work

Level 1: At this level you’ll understand:

Your work is likely to be tactical and focused on the day-to-day delivery of tasks.

Level 2: At this level you’ll understand:

Your work will usually be operational, with some complexity.

Level 3: At this level you’ll understand:

Your work will require thinking at a strategic level and have complexity in thinking and/or delivery.

Level 4: At this level you’ll understand:

|Your work is likely strategic in thinking and/or delivery, with a significant level of complexity.


In your role

Level 1: At this level you’ll understand:

You will gather information to use in your role, to understand your work, organisation, and profession. You will work with and deliver immediate and short-term outcomes for your line managers, and a range of stakeholders.

Level 2: At this level you’ll understand:

You will contribute to the thinking around your work and analyse information to inform your choices and actions. You will work with and influence a range of stakeholders across the profession, creating short-term value for a wider audience.

Level 3: At this level you’ll understand:

You will critically question information and evaluate it to make judgments and decisions. You will work with and influence a range of stakeholders across the profession, creating medium to long-term value for a wider audience.

Level 4: At this level you’ll understand:

You will develop evidence-based thinking to shape the profession or drive people change. You will influence a range of stakeholders across the profession and create long-term value for significant numbers of people.
