Updated National Digital Strategy 2025

The government has agreed to update its National Digital and AI Strategy during 2025, signalling Ireland’s ambition to remain a global digital leader.
The Strategy will outline the government’s vision to ensure Ireland is positioned to maximise the benefits and opportunities of AI and other technologies, building on commitments in the Programme for Government.
The updated cross-government Strategy will continue to align with the EU’s Digital Decade and Digital Compass covering Infrastructure, Enterprise, Skills, and Public Services, with more ambitious national targets in key areas, along with a number of priority deliverables.
It will also outline Ireland’s ambition in developing our domestic AI capabilities, including accelerating the adoption of AI to drive public service delivery and reform.
The Strategy will signal Ireland’s commitment to remain an EU centre of expertise for digital and data regulation and a regulatory hub for companies operating across the EU Digital Single Market.
The updated Strategy will be developed over 2025 and will be informed by consultation and engagement with key stakeholders.
The Taoiseach said:
“The government is committed to ensuring Ireland continues to be a digital leader in Europe, and globally. Given the pace and scale of impact of AI and other new technologies, we need to significantly accelerate the digitalisation of enterprise, public services and the wider economy as a whole. We will continue to build on Ireland’s long-standing reputation as a technology hub to become a vibrant location for AI innovation.”
Minister for Enterprise, Trade and Employment, Peter Burke said:
“We are living in a time of incredible digital and AI transformation, and it is important that we update our National Strategy to reflect our new digital landscape. The Strategy will chart a clear and actionable path forward on the ways in which we will harness digital and AI technology to improve the lives of our citizens, grow our economy and bolster our competitiveness. We will strengthen our thriving digital ecosystem to empower businesses and to serve the public good. Updating the Strategy reaffirms our strong ambition that Ireland not only keeps pace with digital transformation, but leads it.”
Minister for Public Expenditure, National Development Plan Delivery and Reform, Jack Chambers added:
“As the world order changes, Ireland must chart a course to strengthen our competitiveness and enhance the diversification and innovation of our enterprise sector. This updated National Digital Strategy will allow us to maximise the positive opportunities that AI and other technologies present. The responsible adoption of AI solutions across the public sector will allow us to drive the development of an agile and modern public service for our people and to position Ireland as a leading digital economy."
Minister of State at the Department of Enterprise, Trade and Employment with special responsibility for Trade Promotion, Artificial Intelligence and Digital Transformation, Niamh Smyth said:
